The Federal Republic of Nabuzje, commonly known as Nabuzje or the NFR, is a micronation in Mykolaiv, Ukraine.

The nation was founded on the 28th of December 2019. Nabuzje aims to prosper in various spheres: military, diplomacy, culture, agriculture, etc.

Etymology

The name of the state Nabuzje (rus. “Набужье”) spells like [nʌ`buʒje].

The word comes from the name of one of the rivers, the micronation stays nearby – Southern Bug. As a consequence, Nabuzje literally means “On Bug”.

State apparatus

Nabuzje - is a presidential republic with extended powers of executive power: legislative issues are managed not only by the President and the Federal Legislative Council, but also by the Council of Ministers. Thus, no law can be adopted without the consent of the Prime Minister. The presidential and prime minister's powers include the creation, consideration and signing of bills and amendments to laws; the powers of the Federal Legislative Council include the right to submit bills for consideration by the President and the executive branch. Also, the President can appoint or dismiss employees of the state apparatus, declare a state of emergency. Also, he is the Commander-in-Chief of the NFR Armed Forces. The powers of the Prime Minister include the right to independently appoint members of the Council of Ministers, approve and submit bills, approve the general line of the Council of Ministers.


Nabuzje is a republic with a federal structure. This means that two regions (with the exception of area of federal importance) can independently make decisions on self-government by local authorities headed by a governor (appointed by the President and the Prime Minister). They solve issues of local importance, while not having the right to influence national processes. Governors are the highest representatives of the executive power in the regions and represent in their person the policy implemented by the government.


The main law of the NFR is the Constitution of Nabuzje. On December 12, 2022, it was signed by the President and thus established as an official main document. It implies a document that replaces the NFR Constitution until it is finally written and adopted. The Constitution includes the basic laws of the country, describes its political structure, the powers of the state apparatus, the rights of citizens, the features of the state system, and so on. Absolutely all citizens undertake to comply with all articles of the Constitution and strictly follow the laws written there.

  • The head of the Federal Legislative Council is designated for a period of 1 year;
  • The Council of Ministers is for a period of 1 year;

History

∙ Formation of the nation

The idea of ​​creating a micronation in Mykolaiv was proposed by Artyom Slobodynikov in October 2019 and was accepted by a number of people, in particular Maximilian Patik, also one of the main ideologists of the NFR. From November to December of the same year, the formation of the state apparatus began, the creation of a flag, coat of arms and the approval of the state and administrative structure. After the initial stages were completed, a decision was made to declare the state independence of the NFR. The document was signed by Artem Slobodynikov and Maximilian Patik on December 28, 2019, after which they assumed the duties of the President and the Prime Minister. During the next week, A. Slobodynikov wrote a document that plays the role of the main law digest of the NFR - the Provisional Constitutional Provision (the PCP). After consideration, this document was signed by the President and the Prime Minister on January 11, 2020. The main purpose of signing the PCP is to create a provisional law list that replaces the Constitution for an indefinite period until it is written and adopted as the main law of the NFR.


At the same time, in January–February 2019, the borders and regions of Nabuzje were defined and a number of reforms were launched to promote the state structure. At that period, the formation of the Council of Ministers was completed. The post of Minister of Defense was taken by Pyotr Slovinsky, who approved the creation of the first defense formations of Nabuzje, thereby starting the creation of the Armed Forces of the NFR. The Ministry of Finance was headed by Alexander Bashmakov, who launched a series of reforms that were actively introduced into the country's economic system at that time. Also, in January of the same year, the NFR Instagram page was registered, where reports on the done work and its results were published. Thus, in the period from January 2020 until the beginning of spring, the state apparatus did a tremendous amount of work, which later became the root for the future development of the NFR.

∙ First ups and downs

March 2020 turned out to be less successful for Nabuzje: a crisis of government began, accompanied by a number of coup attempts organized by Dmitry Gusak. Also, in the same month, the head of government, Maximilian Patik, resigns, while remaining de facto the second person in the state. Alexander Bashmakov was appointed as the new Prime Minister on March 25, 2020. He proposes a number of reforms aimed at a greater economic bias of the state, but most of his proposals were not adopted during the entire period of his PM work. At the same time, the President issues a decree "On the introduction of a party system in the Federal Republic of Nabuzje" According to this decree, parliamentary elections were scheduled for April 11, 2020 and a legislative body, Gossobraniye (the name of Parliament in Nabuzje), was established. In subsequent elections, the pro-government "Conservative-Liberal Unity of Nabuzje" wins with a huge margin with a score of 66.7% of the vote, which strengthens the position of the President and the Government in matters of state governance. Second place takes “Political Union of Kingpins of Nabuzje” and his leader Kirill Kohanenko with 19% of votes. The third place was taken by the far-right party “National Liberation Front of Nabuzje” with leader Dmitry Gusak. They got 14,3% at the election.

Despite the rise of the peoples’ interest in the micronation after parliamentary elections, by May–June 2020, political stagnation is already in Nabuzje. Bashmakov, due to the rejection of his controversial ideas and plans, is increasingly taking an anti-presidential position, and at the same time, the leadership of the NFR finds itself in an increasingly stalemate due to the impossibility of further reforms. Nevertheless, in the spring of 2020, passportization of citizens was carried out, an army was established at the official level, and a currency was created – Chekanez. This situation continued until August 20, when Andrey Siry, a citizen of the NFR, expressed a desire to create an illegal formation on the territory of direct interest to Nabuzje - Temvod.


As an action of a protest, the PM Bashmakov resigns and goes in opposition to the President. Since the beginning of autumn, Patik, who was back as the new PM, with the approval of the Council of Ministers, has continued the reforms he started in the spring of 2020. In addition, in the same autumn, realizing the impossibility of maintaining Temvod as an occupation zone, and also trying to find new political supporters, the government entered into a series of negotiations with Evrelia. During the third decade of October, a number of agreements were signed, on the one hand, obliging the NFR to withdraw troops from Evrelia and de facto recognize its existence, and on the other hand, to transfer to Nabuzje a number of territories in the east of Temvod and the coast of the Ingul River up to the Alyaudsky region, which would bind Temvod with the rest of Nabuzje. These documents were signed on neutral territory and now we know them as the October Agreements. However, they were in force for less than two months: on December 21, 2020, Evrelia was dissolved, and on December 31, the procedure for the entry of the Temvodsky region into Nabuzje took place.

∙ The era of progressive Realism

Maximilian Patik's decision to establish diplomatic relations with other micronations around the world can rightly be considered an important event in the history of the NFR. This helped Nabuzje enter the world stage and make itself known to other microstates. From February 2021 to the present day, the NFR has diplomatic relations with more than 30 micronations around the world, regularly holds meetings with them, is a member of various international organizations and takes an active part in international micronational politics. However, in 2021, there were some upheavals in the domestic arena: due to the tense situation on the border with the Central Region, caused by former oppositioners of the micronationalism, the President orders the Armed Forces of the NFR to conduct a military operation to restore constitutional order in the border areas. On March 10, Operation Margarita began, which lasted almost two months (until May 1).  All the troops available at that time were involved in the operations and for the first time the home manufacture “Nabuzhenka” missile systems were used. The result was the restoration of control over the border territories and the annexation of the enclave in Rocket Grove to the NFR, connected to the rest of the territories by water.

At the same time, parliamentary elections were held in the country. In addition to the old parties, two new ones participated: "Freedom and Pluralism" of the rebellious ex-minister Bashmakov and "Socialistic Party of the NFR" with the governor of the Central Region Alexander Buryachenko at the head. As a result of a difficult election race, the first place was again taken by Conservative-Liberals with half of the seats in the State Assembly, the other three candidates shared the second half among themselves. By the summer, the formed parliament, in cooperation with the President and the Council of Ministers, was able to resolve a number of issues: for example, a summit was held at which Artyom Slobodynikov presented a long-term plan for the micronational development of the NFR, representatives of various factions discussed views on the future of Nabuzje and adopted a number of important for our country decisions. In the same summer, the Chekanez was devalued - it strengthened its value by almost a hundred times, and the mail reform - Nabuzje received the first batch of postage stamps for sending letters around the Republic and abroad. Also, in August, the tactic trainings of the Armed Forces of the NFR “Serenity 2021” were held, where, on a many-kilometer forced march, the infantry worked out the basics of combat in the steppe, forest areas and during the assault on buildings. These exercises gave impetus to the initiative of the head of the Armed Forces of the NFR, General Slovinsky, to rearm and expand the Nabuzje army. So, in the period from September to November, the advanced infantry units were equipped with new rifles, camouflage, body armor and other equipment. At the same period, a volunteer formation "People's Front" was created on the basis of the NLFN party, designed to defend Nabuzje with the help of volunteers. At the moment, the staffing of the soldiers of the Armed Forced of the NFR with the latest uniforms continues, which will give our army the opportunity to become one of the most numerous and well-equipped micronational armies in the world. Also, among the main innovations of the end of 2021, it is the decision of the head of the Council of Ministers to create the Nabuzje website, which allowed our country to reach a new level in terms of information technology and technological development. And on the 28th of December 2021, during the celebration of the Second Anniversary of Independence, the official website of the micronation was opened. Summing up, it is important to note that in the two years of its existence, the NFR has come a long way from a virtual state to a real micronation and is now doing everything possible to maintain and strengthen the status of one of the best microstates in Eastern Europe.


The beginning of 2022 was marked by a number of exercises of the army of Nabuzje, which have been taking place from January 9 to February 20. At the same time, plans were made for the further development of the Republic and the purchase of a material base for building a micronation was carried out, and the Constitution of the NFR was being actively written. But it all ended on February 24, when, due to the Russian invasion of Ukraine, Nabuzje turned out to be 7-12 kilometers from the front line, and some territories even ended up directly on the line of clashes. Supported by realities on the ground, the high-ranking officials of Nabuzje was not able to continue active state building, and therefore most of the processes in the micronation were frozen. Despite this, during the spring-summer "frozen phase", the government managed to finalize the Constitution, continue to build relations with diplomatic partners and develop a program to develop realism in Nabuzje. Later, in November, the Edgbaston Convention was ratified, which approved the NFR's path to developed realism. Immediately after this, the Constitution of Nabuzje was signed by the President. Despite the stagnation of state processes due to the war, the government managed to hold an annual summit dedicated to the third Independence Day of the NFR, where the prospects for the entry and development of realism for 2023 were presented and eventually the 3rd Anniversary of Independence of Nabuzje was celebrated.

The area is 4,64 square kilometers. The whole claims are according to the Edgbaston Convention.

There are 2 republic’s regions: Tsentralny, Alyaudsky; and area of federal importance - Battery Island.











National symbols

∙ National flag

The national banner of the state is a green-blue-green flag. The blue color represents the river, and the two green sectors represent its grassy banks. The flag was approved along with the Act of Independence. National Flag Day is celebrated on October 16.

∙ National coat of arms

The coat of arms of the NFR consists of an inner and an outer part. The first includes two important attributes of the country: a sword and a reed. The outer one is golden ears, which are braided with ribbons of national colors. The coat of arms was approved along with the Act of Independence.

∙ National anthem

It is customary to play the NFR anthem at official events and other events. The music was written by Mikhail Glinka (rus. “Патриотическая песнь)”. The anthem was approved along with the Act of Independence.

Economy and entrepreneurship

National currency Chekanez

The main and only currency in Nabuzje is Chekanez (CKZ). Coin exchange rate detection - 1077 for 1 dollar. The currency itself was established on February 1, 2020. In the summer of 2021, the coin was denominated in a 100:1 format; the banknotes themselves have also been redesigned and made of more durable paper. All foreign exchange transactions with the Nabuzh coin are managed by the Ministry of Economy of the NFR, established in December 2019 by A. Bashmakov, who, as a result, became the head of this ministry.


Also the government is the only controller of all enterprises located on the territory of Nabuzje. Nowadays, there are two enterprises in the NFR: “Набужоборонa” (engaged in the development and production of weapons for the NFR Armed Forces) and “ЖППЭнерго” (operating in the field of oil and gas production). Both companies are state-owned and report directly to the Ministry of Economy. However, there is free market economy in Nabuzje, so the state encourages the opening of private enterprises. To open your own business, it is enough to leave an application on the website and while having citizenship.

Culture

Views from the Central Region
Views of Temvodsky Region

An integral part of Nabuzje is its way of life and culture. In many ways, it is connected with the fact that the country is located on the banks of the rivers, and is washed by it from almost all sides. Consequently, the reeds and the seagull, the permanent inhabitants of our area, are symbols of the nation. Another symbol, a saber, is a tribute to the memory of the Cossacks who lived on Nabuzje land five centuries ago. Also, almost all the leisure time of the Nabuzje people is connected with the river: the main ways of recreation here is swimming, fishing or water sports: for example, many Nabuzje people go in for rowing. In addition, due to access to the river, the main Nabuzje dishes are fish dishes, mainly from crucians, perches and gobies.


The state language in the micronation is Russian, as it is spoken by the majority of the population. Its status is enshrined in the PCP. However, despite this, the Nabuzje people can associate with other people in different languages, for example, the citizens are not only native speakers of Russian, but also of Ukrainian and English. Currently, there is a long-term reform: creation of the independent Nabuzje dialect
