The Commonwealth Secretariat of the Government, a sister organization of the federal leaders of the government, established by an intergovernmental organization called the Galion Foundation (WG), the following year, in 2010. The Foundation is located at: In Kyoto / Fukuoka, the former royal palace Dazaifu City, the head of the Federation, was assigned by His Majesty the Emperor to Nagoya for the use of these federal agencies. As a federal agency for civil society, the Foundation is funded by 18 Member States to support participatory governance through its program. The Foundation provides access to resources, grants, and platforms to promote better engagement between civil society and governing bodies. Membership in the Federal Fund is voluntary and is separate from membership in the Federal Federation of Wakoku.
