Ducal Decrees

Ducal Decree #001 - Chamber of Counts Procedure

Enacted by Duke Delphi Augustus on 13 January 2006

The Chamber of Counts, in order to be an effective legislative body, needs some basic guidelines on how to function. To that end, the following, as my first Decree within this Duchy, shall be the temporary procedure of the Chamber of Counts. In enacting this decree, I make it known that I am anxious to have the Chamber draft and pass a new set of procedures, at which point I these will no longer be in effect.

Section 1. The Chamber of Counts shall be moderated by the Duke, according to the guidelines set forth in this decree.
Section 2. Any count of Antica may propose a piece of legislation to the chamber. Debate on said legislation may begin immediately thereafter, and ends when either a vote is called, or the legislation is retracted. The latter may be done by either the sponsor of the piece of legislation or the Duke.
Section 3. If there is a motion and a second made to move to a vote on a given piece of legislation, debate will end at that point, and voting will commence once the motion is recognized by the Duke. Such a motion will only be recognized if accompanied by a specification of which version of said legislation, is moving to vote.
Section 4. Voting periods shall last three (3) days, unless otherwise specified. Votes on legislation may be cast as either "aye" or "nay", and each count has one (1) vote. Any piece of legislation that has received more ayes than nays at the end of the voting period shall be considered passed, and go into effect immediately, unless otherwise specified within the legislation.
