The United Principalities of Zimmermann, more commonly known as UPZ, is a micronation in Europe. It originated from the nation Pama and the United Kingdom Zimmermann.

The UPZ is a unitary state with a constitutional, participatory, republican, hereditary, and dynastic monarchy. The government is divided into three branches: the Judicivum, responsible for the administration of justice; the Legislutivum, responsible for lawmaking; and the Executivum, responsible for implementing the Codex. The Conventus, a congress-like body, is composed of Vicars elected by the Civits, the subdivisions of the UPZ, which can be thought of as states, districts, or provinces. The President performs the role of chief of state and government, having veto power over laws and providing leadership to the military when the country is at war. The UPZ system of government is designed to ensure power balancing between the different branches and to include participation from citizens in the decision-making processes.

The United Principalities of Zimmermann has a rather unique position within the micronational community, adhering to the policy of isolationism and non-interference in foreign affairs. Its military, led by the Executivum, assumes exclusively a defensive attitude and takes no part in any expansionist or hostile activity. Such is the UPZ, which maintains only limited diplomatic relations with other micronations and does not participate in international organizations and alliances, while the nation has focused on internal development and the well-being of its people. This approach is reflected in the UPZ's military doctrine, which emphasizes defense and national security over external intervention or cooperation.

Etymology

The name United Principalities of Zimmermann is derived from the names of the two founder nations.

  • Zimmermann originates from the United Kingdom Zimmermann, one of the founder nations.
  • Principalities comes from the second founder nation, Pama, which was a principality.

The term United reflects the union of these two nations to form the United Principalities of Zimmermann.

History

The United Principalities of Zimmermann was formed as a result of a territorial war between the United Kingdom Zimmermann and Pama, a principality. The conflict resulted in a number of negotiations and discussions that began in early 2023. After months of talks, the two nations agreed to merge into one.

On 21 December 2023, there was established the first constitution of the United Principalities of Zimmermann, under which the new nation was to be governed. However, the first days of the new nation became a great fight of power amongst the UPZ founders over who is to be the first prince.

First, the UPZ was ruled as a dictatorship, wherein one person held absolute power. This regime did not last, and soon the nation turned to a party democracy, wherein many parties competed for power. This in turn gave rise to a direct democracy, wherein citizens have a more direct say in the decision-making process.

One of the more notable milestones in the history of the UPZ was the creation of a MicroWiki page on 28 July 2024. This marked the nation's first effort to establish a presence in the micronational community and to make its existence known to a wider audience.

Politics and government

The United Principalities of Zimmermann is a unitary state with a constitutional, participatory, republican, hereditary, and dynastic monarchy. The government is divided into three branches: the Judicivum, the Legislutivum, and the Executivum.

The Judicivum is responsible for the administration of justice and is composed of the Supreme Court, the Civit Court, and the Dicens Court.

The Legislutivum is responsible for lawmaking and is composed of the Conventus, a congress-like body made up of Vicars elected by the Civits, the subdivisions of the UPZ.

The Executivum is responsible for implementing the Codex, the UPZ's constitution, and is headed by the President, who serves as the head of state and government. The President has veto power over laws and controls the military in times of war.

The UPZ's system of government is designed to balance power between the different branches and ensure the participation of citizens in the decision-making process.

Early government

From its establishment, the United Principalities of Zimmermann has changed systems of government. First, it was a dictatorship where one man held absolute power. This did not last, and soon the nation changed to a party democracy where multiple parties compete in power.

This system also proved to be temporary, and the nation moved further into a direct democracy system, in which citizens are given a more active voice in decision-making. This move to direct democracy was actually a big change in the UPZ government's system, and it has remained so up until now.

C-ID 1 / Head of state

The C-ID 1 is a reserved Citizenship ID that holds special rights and responsibilities. The holder of this ID has the power to unite the Legislutivum, Executivum, and Judicivum, and is exempt from prosecution. The C-ID 1 is always held within the Zimmermann family dynasty, starting with Louis Zimmermann.

Rights:

  • Cannot be prosecuted
  • Unites the Legislutivum, Executivum, and Judicivum
  • Has absolute power
  • Can influence the state and its citizens
  • Can ignore the Ewigkeitsregel (except for the C-ID 1 itself)

Responsibilities:

  • Must act in the best interest of the country
  • Must act in the best interest of its citizens

If these responsibilities are not met, the holder's actions will be executed with normal privileges (rights and responsibilities) instead of those of the C-ID 1.

President / Head of government

The President is the head of government and has the power to change certain laws, rights, and responsibilities, but only at Level 6 and has a veto right on certain laws. The President is also responsible for executing the decisions of the Conventus and implementing the Codex.

Legislature

Conventus

The Conventus is the legislative branch of the United Principalities of Zimmermann. It is a congress-like body composed of Vicars elected by the Civits, the subdivisions of the UPZ. The Conventus is responsible for lawmaking and has the power to propose and pass laws.

The Conventus is the primary organ for lawmaking in the UPZ, and it plays a crucial role in shaping the country's policies and laws. The Vicars who make up the Conventus are elected by the citizens of the UPZ and serve as representatives of their respective Civits.

The Conventus works in conjunction with the Executivum, led by the President, to ensure that the laws passed are in line with the UPZ's constitution and are in the best interest of the country and its citizens.

Ewigkeitsregel (Eternity rule)

The Ewigkeitsregel, or Eternity rule, is a fundamental principle of the United Principalities of Zimmermann governance structure. It dictates that all established laws, rights, duties, ideologies, and state structures outlined in the Vault can only be created, modified, or abolished according to specific rules, categorized into different levels.

These levels determine the requirements for making changes to the UPZ's governance structure, ensuring stability and consistency. The levels are defined as follows:

  • Level 1: Cannot be changed by anyone.
  • Level 2: Can only be changed by the C-ID 1.
  • Level 3: Can only be changed through a referendum with a full majority.
  • Level 4: Can only be changed through a referendum with a 2/3 majority.
  • Level 5: Can only be changed through a referendum with a 1/2 majority.
  • Level 6: Can only be changed by the President.
  • Level 7: Can only be changed by the Conventus.

Law and order

There are three types of courts in the UPZ:

Military

Every citizen of the UPZ between the ages of 16 and 21 is required to undergo military training. The military is managed by the Department of Military in times of peace. The UPZ also awards Veteran Medals (Bronze: Department of Military, Silver: President, Gold: C-ID 1) as a symbol of honor.

The military of the UPZ is divided into six sub-categories:

  • Flotte: This includes all naval forces, such as submarines, ships, and aircraft carriers.

The Department of Internal Affairs is responsible for managing the internal affairs of the United Principalities of Zimmermann. It is responsible for managing passport and registration services, public service, statistics, immigration and emigration, and homeland security.

Department of Civil Protection

Economy

The United Principalities of Zimmermann has a unique economic system that combines elements of Rhine-Anglo-Saxon capitalism and aimless planned economy. The Rhine-Anglo-Saxon capitalism is the dominant economic order in the UPZ, based on the principles of free market, private property rights, and profit maximization. Business Structure: The UPZ offers five corporate forms (Corporatum Forma) that must be chosen when establishing a company in the UPZ.

Central Reserve: The Central Reserve is the central bank of the UPZ and is fully owned by the state. It regulates the UPZ Währung and works closely with the Department of Finance. The Central Reserve is responsible for maintaining a stable currency, and every UPZ Währung is backed by 1 gram of gold. This means that the UPZ Währung is based on a gold standard, similar to a gold certificate.

Culture

The United Principalities of Zimmermann has a unique culture that reflects its values and history. The UPZ has several customs and traditions that are unique to its culture.
