The kingdom of Svetelkia, more commonly known as Svetelkia, is a micronation in Eastern Slovenia. It was first created on September 29th, 2019 as a virtual micronation, before claiming its territotial independence on September 10th, 2022, when its second constitution was ratified. Throughout its history it has seen a rise and fall in population, reaching its peak population of 15 citizens shortly before the declaration of territorial independence. Since July 15th 2023 it does not have any subdivisions after the collapse and sale of Eastern Dobovia, a region declared a territory of Svetelkia with the declaration of territorial independence. Throughout its history, Svetelkia changed its name 3 times: Empire of Peretia (29/09/2019 - 12/01/2020), Empire of Svetelkia (12/01/2020 - 10/09/2022), Kingdom of Svetelkia (10/09/2022 - )
Since its creation, Svetelkia has had a monarch, whose title changed accordingly to the name changes (emperor (29/09/2019 - 10/9/2022), king (10/9/2022 - ). Until the ratification of the 2nd constitution on September 10th 2022, the monarch had absolute power, with some government positions to help him govern, but has since given most of it up, allowing the creation of more ministries and a (currently innactive) parliament, which has been given legislative power. Currently 3 ministries are occupied with more avalible.
In spite of the 5-year activity of Svetelkia, it has not made any official approaches of other micronations until May 28th 2024, when it began applying for observer-state status in the AotM.
Etymology
- Empire of Peretia - derived from the last name of the emperor
- Empire/Kingdom of Svetelkia - derived from the name of the town, where it is located
History
Creation
On september 29th 2019, Flori I. of Svetelkia created the Empire of Peretia as a virtual micronation on discord, ratifying the first constitution on the same day. Immediatelly the population jumped to 10 (online) residents, with 9 official citizens and continued to grow, to 20 (online) residents, 15 of which were citizens. Most of the time until the end of Peretia, the state was inactive as it was busy preparing all the documents, legislation and the constitution.
The end of Peretia
Between January 11th and January 30th of 2020, the then Empire of Peretia entered its first reorganisation period in which some legislation was changed. In this period, a government was formed with a few government positions being created to help the emperor rule. Peretia also changed its name to 'The empire of Svetelkia', with which the emperor wanted to symbolize the less personal rule over the land, as he changed the name from being based on his own last name to being based on the local town's name.
The great purge
On September 4th, 2022 one of the members of government released classified information to the public. The nation was immediatelly shut down and put into a state of emergency as an argument arose among members of government. After a thorough questioning, the perpetrator revealed several other impostors within the Svetelkian government. Due to the ammount of government workers and regular citizens apparently working against the nation's values, the emperor was forced to disband the government and purged most of the residents by taking away their access to the virtual nation (banning them from the server). Beside the emperor there were 4 residents, all citizens left in the server, with which the emperor discovered a loophole in the then active legislation, which allowed the impostors to gain access to the classified information. In the week after the great purge, the 4 citizens worked with the emperor on rewriting most of the legislation as well as the constitution, with which the emperor gave up certain rights and benefits. Along with the change in his power, the nation was also renamed from 'Empire of Svetelkia' to 'Kingdom of Svetelkia' and the monarch's address was changed from 'emperor' to 'king'. The new legislation and constitution also allowed the creation of new government positions, including a parliament, which is currently innactive due to a lack of population.
2nd reorganisation period
From December 10th 2023 until June 3rd 2024, the kingdom of Svetelkia was in its second reorganisation period, rewriting its constitution, which was formerly based on that of the Republic of Slovenia, aiming for a more obvious independence from its origin country. Since then the government has been working on introducing new legislation and expanding the population count as well as the international recognition of Svetelkia by joining several alliances and other multi-government organisations.
Politics and government
The government of the kingdom of Svetelkia has many avalible positions, mostly ministries and seats in parliament. The government is divided into three branches; legislative, executive and judicial. The monarch has all three and is also responsible for the appointing of most members of each branch. Legislative power is also given to the parliament, the only truly democratic part of the nation. Executive and judicial power are both given to the monarch and to certain ministers, depending on their ministry's function.

Monarch (King)
The monarch (currently king) is the head of state, leading all internal and foreign affairs direcly, or indirectly. His role is to represent his people and their interests. He is also the head of the government, with assistance from the President of the interior office. The constitution gives the monarch the right to overrule any decision made by the government also allowing him to make major decisions without the support and/or agreement of the government.
President of the interior office
As the second in command to the monarch, the President of the interior office of Svetelkia (IOSP) leads internal affairs and with that shares the position of the head of government, appointing ministers and making sure all internal affairs run smoothly and according to active legislation. To a certaion extent, the IOSP has similar rights to the monarch, allowing them to overrule votes and decisions made by the government in meetings and decisions which do not include the monarch.
Parliament
The currently innactive parliament is the legislative body of the kingdom of Svetelkia. Here all legislation is formed and mostly accepted, with the approval of the monarch who has authority in all the branches of government. Thanks to the monarch's authority, the parliament's innactivity is no problem for the legislative branch. Most legislative action is done through direct government votes, as it would be done if there was an active parliament, the only difference being the vote would only be held if the legislation passed through the parliamentary vote.
Law and order
One of the branches of government is the judicial branch. Judicial power is given to the monarch and to the Supreme court of Svetelkia, which similarly to the parliament is innactive (run by the monarch) due to a lack of population. The supreme court handles all cases, local and national. The kingdom of Svetelkia has no official law enforcement, law and order are enforced by the military, which is under total command of the monarch and the Secretary of defense.
Military
The military of the kingdom of Svetelkia consists of the Svetelkian Royal Army (SRA), the Svetelkian Royal Air Force (SRAF) and the Svetelkian Special Forces (SSF). The monarch is the commander-in-chief of all military branches. The second in command is the secretary of defense, Secretary general, Alex Novak. The Svetelkian military uses NATO-style symbols, ranking and NATO-produced weaponry for its units. Thankfully, the military has not yet been deployed in any larger conflict, but was only called in to enforce law and order during the purge and has assisted during the flood of 2023 which didn't affect Svetelkia more than just slightly flooding the basement of the main residence.
Ministries
All of the following ministries were established on september 10th 2022, when along with the constitution the Administration act was ratified. (Due to lack of activity in most, some may only have a short description of their function/duties.)
Ministry of National Radio and Television
The ministry of National Radio and Television (RTV SVT), known also as the Public Media Office, is responsible for the creation of all radio and television programmes in the Kingdom of Svetelkia. It also serves as the leading ministry of the government's Twitch, TikTok and Instagram accounts.
Ministry of Education and culture
The ministry of Education and culture leads the development of natural and demographical culture and oversees all education within the country.
Ministry of Health
The ministry of Health leads medical research, the hiring of new medical staff and provides medical services.
Ministry of Finance
The ministry of Finance leads the development of national finances and keeps track of the international value of the Svetelkian currency. The ministry must also provide financial support to families in need and provide payment for medical services of insured persons as well as free primary (elementary) education. It is currently the only occupied ministry
Ministry of Traffic and infrastructure
The ministry leads the development of the national traffic and infrastructure.
Ministry of Farming and agriculture
The ministry of Farming and agriculture works on making the country green and self-sufficient (food-wise).
Ministry of Housing and urban development
The ministry of Housing and urban development works on creating living spaces for all residents, primarily citizens.
Foreign relations
The foreign relations of Svetelkia are led by the Ministry of Foreign affairs, which is under direct control of the monarch. Svetelkia is currently in the process of becoming an observer state of the AotM. On an international level it has only had a few foreign relations, mostly with the Federal Republic of Levland, while also becoming a member state of the Association of Free Nations.
Geography and climate
Climate
The kingdom of Svetelkia is located in Eastern Slovenia and has therefore also got a climate similar to the surrounding region, a continental climate. Cold winters and warm-to-hot summers with precipitation moving between 1000 and 2200mm (39.4 and 86.6 in). It is located on a hillside allowing direct sunlight to reach it almost all day long. The hill and the local forest protect Svetelkia from stronger winds.
Plantation
Due to its small size, Svetelkia does not have a very diverse plantation. Its borders are mostly based on what has remained of an oak forest, which besides some fruit trees are the only trees in the nation. There is also a small vine for producing smaller ammounts of local wine. The rest of the nation is mostly covered by a mostly unused field.
Economy
Svetelkia's economy is mostly based on its production of wine and export of locally-grown fruit. An arrangement with a neighboring farm has also secured a small income with the export of dried grass from the unused field which is used as feed for the animals on the farm. The main currency in the nation is the Euro, although in recent months, the government has been trying to convert to its official currency, the Svetlan.
Culture
Most, if not all of Svetelkia's culture comes from that of Slovenia the customs practiced are based on the customs practiced in Slovenia. The lack of Svetelkia's own culture is mostly based on the fact that the Ministry of Culture and Education has been vacant basically since its beginning, due to which the nation has not been able to preserve any new customs.
All media in Svetelkia is controlled by RTV SVT, the national broadcasting company. With the goal of reaching a wider public, most broadcasts and media materials are produced in English.
