The Kingdom of Belkania, more commonly known as Belka, is a micronation somewhere within the Pacific Ocean. Its location is be of mystery for centuries however mentions of Belka's existence has been noted in recovered and translated documents in scientific discovery's of former Roman sites in Rome, Italy. Belkania began as a very distant Colony of the Empire in 13 BC. To this day, the citizens of Belkania, whom continue to be known as Romans believe to be the continuation of the Roman Empire and the Monarch of Belkania to be the Emperor of the Roman Empire.

Belkania is a Semi-Parliamentary and Federal Democracy. It's capital and largest city is Teurnia, was once the former biggest commerce hub of the Empire and now a industrial and rural city. Belkania yet it's location isn't completely known, is classed a great power with a heavily modernized industry, highly skilled and developed military following similar patterns of the Roman Army.

Belkania is known by the UN however its legitimacy as the continuation of the Roman Empire isn't completely recognized by all members, mainly Turkey, Italy, Russia, Greece.

History

Roman Colony

Belka originated from being a secret colony by the Roman Empire in 11BC. The Romans began its influence and gave what they provided to every colony and country under it's reign. The 1st Governor was Ilastus Gauis Julius. He was a prominent Roman senator in the Empire. Throughout the reign of Roman rule, the colony expanded into a luxurious city with the name as Belkania. Some Senators in Rome considered Belkania second to Rome. With the Belkans under Roman rule were co-operative under Roman rule, the Emperor awarded a native military leader, Hamish Alius Selius a Legion named Legio XXI "Belka" and the rank Legatus Legionai. 21st Legion made a name for itself in Europe by defeating barbarians in Britannia. However, once the empire broke into the Western Roman Empire and Eastern Roman Empire, the legion returned home to Belkania with pride and the civilians cheering them home. Since the legion returned back, they didn't see action and returned to being a colony garrison.

Fall of the Roman Empire

With the Separation of Eastern and Roman Empires, Belkania remained a Western colony to which the knowledge of it's existence was only known to Western Roman Senators. A day before the sacking of Rome, key Roman senators, architects and Military leaders with their legions were able to escape the hordes of Barbarians directed towards Rome and fled to Belkania to continue the legacy of the Rome there. They knew the end of the Western Empire was eventually to happen, so to protect any knowledge of Belkania's existence, majority of the documentation of Belkania from state papers to tax invoices were burnt and hidden is safes hidden in secret chambers to be kept safe for Belkania to reclaim upon retaking the city of Rome.

The day of sacking marked as a national holiday for the romans in Belkania to remember all Legionaries and Citizens that died during that day.

Founding of the Regnum Belkania

With all of the escapees of the sacking of Rome safely making it to Belkania after days of sailing, the military governor of Belkania Ilastus Gaius Julius, through proclamation of the Roman Senate in Belkania became Roman Emperor and Rex of Belkania. With this transition of power, the Belkanian Senate became the new governing body of the Kingdom whilst maintain the title of Roman Senate.

Legions I Maximiana, II Isaura and IV Italica made it from their assigned garrisons to Belkania to join Legion XXI Belka to found a newly organised Roman Army to which grew bigger throughout the centuries.

Politics and government

Belkania is a unitary federal semi-constitutional monarchy with the Roman Emperor as King of Belkania and Head of State. It's federal body called the Roman Senate has 2 houses, House of Peers and House of the People. The House of Peers consists of Nobles of the Kingdom whom gain their seat through appointment of their respected parties or appointed by the King, whilst House of the People consists of appointed Senators of the People and the seat of the governing body of the realm.

Early government

When Belkania was founded, Rome was main governing body and handled all affairs from Italia, however once Rome fell, the new Roman Senate was formed within Teurnia becoming the newly governing body with only 1 house of senators.

King of Belkania

The King of Belkania through it's powers as the Roman Emperor has full control and power over the Roman Military to whom they swear allegiance to. The King can declare wars without Senate approval, however the use of this Royal Prerogative has not been exercised once since the foundation of the Kingdom. The King has power to appoint cabinet minister and political representatives within the House of Peers on recommendation of the Consul of Belkania.

Consul of Belkania

The Consul is the main governing head of the country. Appointed by the people through democratic elections, handles all internal, political and foreign affairs of the nation. The Consul is a member of His Majesty's Council to which consults the King of daily affairs of the nation. The Consul exercises Royal Prerogative through approval of the King to close the Senate for General Elections and to enact Alliances of the Nation.

Law and order

The main functioning policing service is the Royal Roman Police Service. Its heritage dates to the Praetorian Guards of Rome. However, the RRPS to this day carries no link to the Praetorian Guard of today whom are the main Royal Bodyguards of the Royal Family.

The RRPS consists of three Divisions:

  • General Policing
  • Border Guard
  • Counter Terrorism

Military

The Roman Armed Forces consists of five Branches

  • Royal Roman Army
  • Royal Roman Air Force
  • Royal Roman Navy
  • Roman Space Service
  • Praetorian Guards

The Army and Navy can trace their roots to the former Roman Army and continue to this day to carry their Battle Honours to this day. The Space Service is a newly created branch of the Armed Forces, designated in Space Warfare consisting of Satellite Warfare and enforcing Intergalactic Laws of the United Nations.
