The Constitution of Astana

(The Constitution)

In order to make a successful nation and a freedom state that is free for all to join and where all are equal regardless of race, gender, religious beliefs, origin, and sexual orientation we hereby establish Astana and put in place it’s constitution.







Article 1

Section 1

All legislative powers of Astana will be vested into the Parliament of Astana consisting of the following houses; - The Board of Astana - The House of Representatives - The House of Civilians

Section 2

The Board of Astana shall consist of all of the builders. The House of Representatives shall consist of 10 citizens of Astana elected by The House of Civilians once every 2 months. Members of The House of Representatives can not be builders. If an elected representative does not wish to serve in The House of Representatives they can leave their office and an emergency election between The House of Civilians to replace the elect must commence. Elects can be voted to stay in office at the end of the 2 months, this can keep on going until they have been in office for 12 months. The House of Civilians shall consist of 20 civilians/citizens of Μετα Εθνος, they will be elected every 3 months by civilians/citizens of Μετα Εθνος in a vote. All civilians/citizens of Astana have the right to vote. A member of The House of Civilians can be voted to stay in office at the end of the 3 months, this can keep on going until they have been in office for 12 months. Each civilian/citizen of Μετα Εθνος has the right to lodge 1 vote in the election, this vote is worth 1 point. All votes from civilians/citizens of Astana must be counted and the candidates with the most points at the end of counting will win their places in The House of Civilians.

Section 3

Each House shall have a speaker to maintain order.

Section 4

If more than 13 members of The House of Civilians find a member of The House of Representatives unfit to serve for any of the following reasons; - Treason - Espionage - Breach of the constitution - Suppression of free speech - Discrimination based on race, gender, religious beliefs, origin or sexual orientation - Crime The members can oust the member out of power and hold an election to find a replacement.

Section 5

Μετα Εθνος is a peaceful nation and can not provoke an attack against any other nation unless they are put under attack from that nation. If a nation does attack civilians/citizens of Astana or Astana as a whole, the following must take place before a counterstrike; 1. A lockdown of the world until further notice to avoid any other attacks while preparation/repair occurs. 2. A meeting with all members of all houses to approve a counterstrike. If member(s) of the houses are dead all remaining members of the houses must meet. If all members of all houses are dead then each designated survivor of the houses must meet. If all members of all houses die including the designated survivors then counterstrike is automatically approved.

Section 6

Any outsider wishing to join Astana must fill out the current government citizenship/residence form. Applications will be reviewed by a border inspector and approved if they see fit. Reasons a border inspector may decide to decline your application are as follows; - Criminal records - Blacklist - Questions not answered If an application is declined a message is required to be sent to the person regarding reasons it was declined. If an application is declined due to ‘Questions not answered’ then the person can resubmit an application with the error(s) fixed. Any attempt to skip the queue of applications is a criminal offence and will lead to an immediate rejection and the person being placed on the blacklist.

Article 2

Section 1

The judicial Power of Astana shall be vested in the supreme Court. Judges shall hold their Offices with good behaviour.

Section 2

The judicial Power will extend to all Cases, in Law and Equity, arising under this Constitution, the Laws of Astana which shall be made, under their authority to all Cases affecting Ambassadors, other public Ministers, all citizens and civilians and to all Cases of admiralty and maritime Jurisdiction.

Section 3

Treason against Astana, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort. No Person shall be convicted of Treason unless on the Testimony of two Witnesses to the same overt Act, or on Confession in open Court. The Board shall have Power to declare the Punishment of Treason, but no Attainder of Treason shall work Corruption of Blood, or Forfeiture except during the Life of the Person attainted.

Article 3

Section 1

All laws shall be passed by The House of Representatives. Members of The House of Representatives must vote on the law in favour of it or against it within 1 week of it being proposed to the house. The law can only be passed if more than 6 out of the 10 members vote in favour of the law.

Section 2

Laws can be removed if more than 7 out of the 10 members of The House of Representatives vote in favour of removing it.

Section 3

Constitutional laws can be put in place and amended if more than 9 out of the 10 members of The House of Representatives vote in favour of putting the constitutional law into place. Members must move in favour or against it within 2 weeks of it being proposed to the house.

Section 4

Constitutional laws can be removed if all of The House of Representatives vote in favour of removing it.
