The Commonwealth of Audelpins (French: Commonwealth d'Audelpins) is a self-proclaimed sovereign state, commonly referred to as a micronation, located in Upstate New York.[1] The nation is a direct successor to the Commonwealth of Efransa but is more often considered to succeed the Second Kingdom of Efransa. The nation was founded on March 15, 2021, and after just two weeks on March 28 the Constitution Act, 2021, was adopted. Audelpins is a Semi-Federal Constitutional Monarchy, and is considered to be democratic.

The nation originated in June 2017 as the County Palatine of Maradia, with current Governor-General de Borleandé serving as the Count Palatine. The nation was highly undeveloped, but set the foundation for flourishing future societies. After a brief period of multiple governments. The Kingdom of Floeratia (later Efransa) emerged. After roughly six months, the nation underwent a transition to imperialism, becoming the highly fictional Efrasachin and Iblusigonian Empires. During the Republican Period, the Tribarcasian Republic governed the land. Followed by the United Kingdom of Maradia and Fienomige. The Republic of Ludisirga, albeit short-lived provided much needed insight into domestic affairs. The Union of Efransa lasted briefly before the Second Kingdom of Efransa, forming the Roaring '20 came to be. The Commonwealth of Efransa succeeded this, but collapsed.

Audelpins is governed as a Semi-Federal Parliamentary Democracy under a Constitutional Monarchy with elements of Direct Democracy. The Queen is the head of state,[2] but as she resides in her largest realm the United Kingdom, she is represented by her Governor-General.[3] The Governor-General works in consultation with the Executive Council [4] in exercising Executive power, but this is more often dealt with by the Cabinet and Prime Minister, both non-statutory institutions. The Parliament, consisting of the Queen, the Senate, and the House of Representatives is vested with Legislative power.[5] The Judiciary is structured into three tiers [6] and an Administrative Section,[7] the High Court is the supreme and constitutional court, the National Court hears ordinary appeals, and the Crown Court hears cases of general jurisdiction. The Council of State is the apex for the Administrative Section, with the Administrative Appeals Tribunal and Courts of the Queen's Bench/Courts-Martial below. The nation is divided into Provinces, Counties, and Municipalities, as well as multiple Territories. The Second Amendment also allows for States to be established in similar terms to a Federacy.[8]

The foreign relations of Audelpins are limited, but the Governor-General has set foreign relations as a top priority during his tenure.

Etymology

The name "Audelpins" derives from the French expression "Au-dèla des pins" meaning "beyond the pines" a term which applied to the nation's territorial predecessor of Schenectady County, New York. The official demonym for the people of Audelpins is Audelpinsian, but Audelan is far more common, while most Audelpinsians refer to themselves as Audelauex or Audelauese (dependent on Gender). Maradi-Efrasachin is rarely used in an archaic manner referencing the Commonwealth's historically great predecessors.

History

The Commonwealth's History is frequently divided into eleven periods (in chronological order):

-Antiquity:

  • Ancien Régime (June 2017-June 2018)

-Middle Period:

  • Dark Ages (June–October 2018);
  • Renaissance (October 2018-June 2019);
  • Age of Imperialism (June–September 2019)

-Early Modern Period:

  • Republican Era' (September 2019)
  • (First) Golden Age (September–November 2019)
  • First Great Interregnum (November 2019-March 2020)

-Contemporary Times:

  • Roaring '20 (March–August 2020)
  • Second Great Interregnum (August 2020-March 2021)
  • Elizabethan Era (March 2021 – Present)

Antiquity

The only period in Audelan Antiquity is the Ancien Régime, the entirety of which covers the existence of the County Palatine of Maradia. Maradia was comparatively undeveloped and the government was highly perfectionistic. It was governed by a single Count Palatine at the head with Counts and Viscounts below him. The Councils of Electors Palatine, Electors, and Vis-Electors advised their respective committal levels. The legislature was Tetracameral, consisting of a Grand Council, Grand Commission, Grand Chamber, and Grand Congress. The Grand Minister advised the Count Palatine, while the Grand Court was the judicial branch.

Maradia during Antiquity engaged in absolutely no foreign relations, and barely had a complete constitution entitled the Supreme Law. The Governor-General is reportedly working with historians at the University of Audelpins, New Nijikerk to recreate the original Maradian Supreme Law. The most widely recognized event during the Ancien Régime was the Count Palatine's state visit to Cape May, New Jersey, which is also when the nation collapsed.

Politics and Government

The Government in Audelpins is organized into four levels: National, Provincial, County, and Municipal. Each level has executive and legislative branches, while only the National and some Municipal Governments have judicial branches. The Queen is the head of state, and the "sovereign over all state authority and is the chief representative of the people".[9] As the Queen does not maintain residence in Audelpins, the Governor-General (currently former Efrasachin King Ethan de Borleandé) represents her and executes all of her governmental, ceremonial, and other official functions. The Governor-General also serves as Head of State in absence of the Queen,[10] a designation uncommon in other Commonwealth realms, as the Queen is generally head of state in all regards.

The executive power is officially exercised by the Governor-General-in-Council, but like most other Commonwealth realms and the United Kingdom this has been phased out by a constitutional convention, with the non-statutory Prime Minister and Cabinet exercising these powers, while the Executive Council strictly meets to formalize decisions of the Cabinet. The Prime Minister's position is generally considered semi-formal through Letters Patent that authorized the Department of General Affairs, with the Minister of the Crown responsible. Independent agencies, independent of the Executive Council include the National Communications Commission, the National Land and Water Management Board, and the Central Electoral Council.

Legislative power is exercised by the Queen-in-Parliament

Economy

The Economy of Audelpins is highly undeveloped, with 0 registered Crown Corporations as of April 5, 2021. Audelpins does, through its history under Schenectady County, contains the original headquarters and founding location of General Electric

Culture

Audelpins effectively lacks a distinct culture apart from traditional North American, Western, and American influence. Like many areas in its surroundings (and in America as a whole), people in Audelpins more often identify with their ancestral countries than New York, the United States, or other cultures. As a result of this, it can be difficult to identify distinguished culture areas. Overall, the nation is a melting pot between various different cultures, namely the primary Italian ancestry of the area, and the secondary Irish (which is also primary in surrounding regions of New York).
