State leaders are different than other group leaders. The group’s main leaders are the Emperor and the Imperial Chancellor. State leaders are heads of the state wide governments put in place by the first state leaders. States have laws and governments of their own but they cannot act as their own independent nation.
The state leaders run the states as they see fit, either as an absolute despot or elected office. State governments report to the leaders of them, the leaders report directly to the Imperial Chancellor and the Emperor.
The difference between a state with a government and a Territory state is that a Territory State is a state that has no government or leadership but has citizens residing in it.
