In Northudankton, a district is a constituent political entity, or a subnational administrative division. Bound together in a political union, each district holds governmental jurisdiction over a separate and defined geographic territory where it shares its sovereignty with the federal government. Due to this shared sovereignty, Northu are citizens both of the federal republic and of the state in which they reside. State citizenship and residency are flexible, and no government approval is required to move between states, except for persons restricted by certain types of court orders.
Each district is a separated land claim and has three main sectors: the central Base, Supporting Areas, and the Buffer Zone. And after that is the unclaimed yet guarded Outskirts, a three-mile radius around the central property of each state that acts as the sphere of security and lowest level of control.
The "Central Base" is the main municipality of the district in which it is founded, the officially owned private property. An example would be the 5 acre property that Esis Beola will be on.
The Supporting Area is any bordering or nearby property to the central base that isn't directly owned by a Northu official but is well secure enough as a part of Northudankton and is not oversaw by some higher force. That can either be a property owned by someone who is a Northu citizen or ally, a vacant piece of land, or is publicly owned with no possible objection or rejection to control. It can also include easements and roadways in close/rural enough. An example of this are the three other 5-acre properties around Esis Beola that are owned by close family members, or the forest south of Duikienin colloquially know as Freeman Woods.
The Buffer Zone is surrounding areas are gradient between the strongest land claims of Northudankton and the official national border where the land claims are weakest, this would be the final area of land ownership that Northudankton holds. This would include close private properties of neighbors and/or strangers or non-Northu citizens, roads within around a quarter mile.
The Outskirts include anywhere in a 3 mile circle from the municipality's center. This would not an area Northudankton claims to own, but an area Northudankton oversees and guards. This is to ensure safety and security for each state from unknown outside invaders, and to keep track of things that happen nearby.
