The Dictatorship of Zharkovia is a micronation founded on North America in 2003 and that lays claim to a section of northern Europe.
Etymology
The origin of the name of Zharkovia was originally created back circa 2003 with a vague resemblance to the name of the founder. The name has changed somewhat over the years.
History
Zharkovia was founded in 2003. The government and the nation were the smallest at this time, with only a dictator, war minister, and foreign minister and a few other positions that were added later. A few years later, the government expanded greatly with many new appointments, including a new foreign minister, war minister, foreign minister, air minister, sea minister, and anti fascist paramilitary leader. The paramilitary force was eventually made part of the ministry of the interior with the creation national investigation and intelligence service. The leader of the NINIS severed for a few years without reassignment until he eventually was relegated to second in command after the then more active and anti fascist second in command was made the head of the intelligence service. It was also during this time that the first women were appointed to positions in the government.
Government and politics
The government is composed of a bicameral legislature with a senate giving three representatives per province and a house of representatives that assigns representatives based on the population of each province. Laws are passed by the legislature with a 51% vote before being passed to the president. A popularly elected president oversees domestic and limited international affairs and oversees democratic execution of laws. A series of ministries aide in this work and assist the president and also make up the higher oligarchy. At the highest level of the government is the oligarchy that consists of the ministers appointed by the dictator as well as selected advisors who are appointed by the dictator or by a 4/5th vote by the legislature and approval by the president. The dictator leads the oligarchy, but it still retains power so as to prevent one leader from becoming too powerful. Under each ministry are various government agencies that assist the ministry in carrying out executive functions from the democracy and oligarchy.

Law and order
National law enforcement is carried out and organized by the national investigation and national intelligence service. The NINIS organizes provincial and local law enforcement and ensures that they meet required standards. It also works in close cooperation with the paramilitary anti fascist echelon, which is similar to many western domestic counter terrorism forces.
Foreign relations
Any micronations suspected of fascist sympathies will be subject to investigation by the ANS and infiltration by the NINIS.
Economy
Zharkovia supports free capitalism with minimal interference, although it will pass laws where ever necessary to prevent exploitation of workers or other immoral actions that arise from capitalism as the result of unrestrained goals for profit.
Culture
Freedom of expression is generally universal. Health care is also universal and paid for through taxes. Education in many cases is also highly subsidized for all by the wealthy who can easily afford it. The upper class is not taxed excessively, although it is expected to support the lower class.
Media
All media, including television, radio, and the internet are available nationally and are almost entirely uncensored and unrestricted, except for very specific legal issues and prohibitions.
