The Kingdom of Madrona (Mah-drone-ah) is a sovereign State under international law and operates as an executive constitutional monarchy, with its legitimate royal family established through the Proclamation of the Kingdom of Madrona and the Royal House of Madrona Act. Currently, the executive branch is led by the monarch as stipulated in Article 3 of the Royal House of Madrona Act. However, it will typically be led by the Chancellor and Vice Chancellor, along with the State Council acting as the Cabinet, once free and fair elections are held. The national language is English, and the Madronan Dollar shall serve as the national currency. Madrona's creation through the Proclamation of the Kingdom of Madrona, rather than a declaration of independence, ensures its legal and political existence without violating any domestic or international laws or interfering in the politics of other nations, and was done with the intent of being a peaceful action rather than a confrontational declaration of independence.
The Provisional Government of the Kingdom of Madrona firmly upholds a policy of non-interference in foreign elections and does not support or advocate for violence at any level. It is not intended to act as or be interpreted as a competing government to any recognized government at any administrative level. The provisional government is committed to the values of mutual respect, peace, humanitarianism, and non-interference in the internal affairs of other nations, in accordance with Article 1 of the Declaration on the Inadmissibility of Intervention in the Domestic Affairs of States and the Protection of Their Independence and Sovereignty. Madrona, as an independent state under international law, strives to establish friendly relations with the global community, as encouraged by international treaties such as Article 1(2) of the United Nations Charter.
Madrona aspires to be a neutral, democratic, and unitary state with a hereditary executive monarchy. It seeks to be welcomed as a member of the non-aligned movement. The triband Madronan flag, featuring two royal purple sides representing compassion and the monarchy, and a white central band symbolizing neutrality, embodies these values. Etymology
The name Madrona comes from a genus of flowering tree whose North American members are called "Madrones".
Language
English will be the de facto national language and proficiency in speaking and writing in English will be a requirement for citizenship.
Government and politics
The Government of Madrona, also known in formal contexts as His Majesty's Royal Government of the Kingdom of Madrona, is the governing body of Madrona, a unitary monarchy with a hereditary executive monarchy. Proposed to be located in North America, Madrona will be composed of seven states and two capital cities: the executive capital city, where most of the national government will be based, and the judicial capital city, where the Supreme Court and Monarchy will be based.
The national government will consist of three distinct branches: legislative, executive, and judicial. These branches derive their powers from the Provisional Constitution of the Kingdom of Madrona, with their specific powers and duties to be further defined by future laws.
The full name of the kingdom is the "Kingdom of Madrona," reflecting the diverse origins of Madrona's citizens. This name appears in the Provisional Constitution and will be used in government documents, treaties, and legal cases. The terms "Government of Madrona" or "Madronan Government" will be used in official documents to distinguish the national government from the component states that make up the Kingdom.
The Madronan government will be composed of three branches along with the Monarchy:
Monarchy: The Royal Household is the constitutional body tasked with providing aid and support to the King of Madrona in the execution of his royal duties and prerogatives. These responsibilities include his roles as head of state and Commander-in-Chief of the Royal Madronan Armed Forces. The household functions as the executive office of the King, ensuring that all aspects of his duties are managed efficiently and effectively.
The household operates under the direct authority of the King, who personally selects key individuals to assist him in his constitutional duties. These individuals are chosen for their expertise, loyalty, and ability to uphold the dignity and responsibilities of the monarchy. Legislative: The Parliament of the Kingdom of Madrona, as outlined in the Constitution, is the legislative branch of the national government. It is bicameral, comprising the House of Commons and the Senate.
House of Commons
The House of Commons is the lower house of the Parliament of the Kingdom of Madrona. To be elected as a representative, an individual must be at least 25 years old, have been a Madronan citizen for at least seven years (with a provisional government running for the first ten years to allow people to become citizens), and must reside full-time in the state they represent.
Senate
The Senate is the upper house of the Parliament of the Kingdom of Madrona. Together with the Crown's Representative and the House of Commons, it forms the bicameral legislature of Madrona. Senators are appointed by the Crown to ensure that a sitting Chancellor cannot unduly influence the Senate. Each of the seven states will have three senators, appointed for life, with a mandatory retirement age of 75.
The approval of both houses is necessary for legislation to become law. The Senate can reject bills passed by the House of Commons. While legislation can be introduced in either chamber, most government bills are expected to originate in the House of Commons, with the Senate acting as the chamber of "sober second thought," to borrow a Canadian term. Once both houses pass a bill, it moves on for Royal Assent by the King. The King has a duty to reject any unjust laws and can send a proposed law back to the Senate for further review. If the King grants Royal Assent, the bill becomes law.
Executive: The Chancellor, officially the Chancellor of the Kingdom of Madrona, is the Head of Government and is empowered to receive Ambassadors and other public Ministers. The Chancellor is the Chief Executive of the State Council (the cabinet) and is the primary head of the executive branch. The method of electing the Chancellor is still under determination. The Vice Chancellor, appointed by the Chancellor, will automatically become Chancellor if the current Chancellor is unable to perform their duties.
If both the Chancellor and Vice Chancellor are unable to serve due to illness, death, or resignation, the King will temporarily assume the role of Head of Government alongside the role of Head of State, with all powers and responsibilities of the executive branch, until the offices of Chancellor and Vice Chancellor can be reliably filled. The Chancellor may serve no more than three terms of six years each, though the terms do not need to be consecutive.
Judicial: The Supreme Court is the highest court in Madrona's judicial system. It comprises nine justices who are selected based on their commitment to political neutrality and judicial integrity. The decisions made by the Supreme Court represent the final interpretation and application of Madronan law.
While the Supreme Court's decisions on the interpretation of statutes can be updated over time to reflect the changing needs and values of Madrona, this process requires careful consideration and adherence to legislative procedures. However, if a decision involves the application of the Madronan Constitution, it is binding on the legislative branch. This is especially true for cases involving the Bill of Rights, which cannot be altered by the legislative branch except under limited circumstances.
To ensure focused and expert adjudication of constitutional matters, Madrona has established a Constitutional Court within the Supreme Court. This court is dedicated exclusively to issues involving the interpretation and application of the Madronan Constitution.
