Covanellis, formally the Republic of Covanellis, is a secessionist micronation that was founded on September 23, 2011 in conception.
Covanellis' government is a Democratic Parliamentary Republic. The governing systems are comparable to those in Switzerland and France, ensuring that the people's wishes are adequately reflected inside the Republic.
The Republic of Covanellis' flag is made up of five bands, each with three colours. Two red rings represent power and advancement, two black bands represent prosperity and unity, and a white band represents peace. Covanellis' coat of arms has a crimson banner with the phrases 'Livertas, Ecualitas, Perseveria, and Temocracia,' which translate to 'Liberty, Equality, Perseverance, and Democracy,' as well as the Republic's national motto, 'Pocia Pra Unita,' which translates to 'Strength through Unity.' This flag is wrapped around two columns, signifying the Republic's basic values of liberation of the downtrodden class and advancement of workers' rights. Between these columns is the coat of arms shield, which has a wheat bundle, a cog and hammer, and an open book, all of which represent the agricultural, urban, and intellectual classes. A red star rests above a bar with a vertical portrayal of the Covanese flag, reflecting the five driving elements of Covanese ideology: secularism, equality, democracy, sustainability, and productivity.
Etymology
The name 'Covanellis' comes from a pre-existing conlang in which the words 'Kōvà' and 'Nellís' denote 'Peace' and 'Nation,' respectively. Although this conlang is no longer in use, its memory lives on in the Republic.
Government and politics
The Parliament of the Republic of Covanellis is comprised of two major houses, named the Allyras and the Sennas, as well as twelve smaller councils called Tomnas (singular 'Tomna').
The Allyras is comprised of 351 members, and is elected every 5 years in an election held 6 months after the election of the President of the Republic. The Allyras functions as the lower house of parliament, and is the house in which the Prime Minister is seated.
The Sennas is comprised of 101 members, with each member holding their seat for 5 years. Elections for the Sennas are held in two parts, with half of the seats being elected on the same date as the Allyras election, and the other half being elected 2.5 years later. The Sennas functions as the upper house of parliament, and is elected via a different method than the Allyras.
Alongside these two houses of parliament are the 12 Tomnas. Each Tomna is comprised of 25 members, who are elected from among members of the relevant Tomnic Guild. These Tomnic Guilds are comprised of all registered sectorial advocates within a specific industry or industries, for example agriculture or education. Registration as a sectorial advocate occurs once an individual obtains their tertiary qualification in the relevant field and becomes a member of that industry. The Tomnas do not always have a function in the passage of laws within the republic, however they hold an important right to veto the outcome of a vote on a law in either the Allyras, the Sennas, or both, where academic evidence exists to suggest that elements of that law are unscientific or based on flawed premises. The Tomnas can also provide policy advice to lawmakers in the Allyras and Sennas, as well as to the President himself, and have several other important functions.
The Republic of Covanellis is a Democratic Parliamentary Republic. This means that the National Assembly drafts laws and policies, and then submits them to be reviewed by the interested public. After receiving recommendations from the public and local businesses, the National Assembly debates and votes for or against the law/policy. If a member or members of the public disagree with the vote, they may contest the law, meaning that if they can gain support from at least 10,000 people who are resident citizens of the Republic of Covanellis, parliament will be bound to trigger a referendum on the matter (voting in which is optional).
If a law/policy is passed it is then up to the National Assembly to bring into place measures that will enforce the new law/policy.
Parties and Elections
Currently the only party to exist within the Republic of Covanellis is the Socialist Party of Covanellis. There are, however, no restrictions on the formation of new parties, including non-socialistic parties.
Upon secession, elections will be held every five years for the , and any one President or Assembly Member may run in a maximum of four elections. Voting in elections will be compulsory and fines will apply to all who do not vote.

The Republic of Covanellis wishes to, upon secession, establish strong and widespread foreign relations. Some countries that Covanellis wishes to establish good relations wish include:

These nations among many more are of top diplomatic priority to the Republic of Covanellis due to their military and financial capacities as well as (in some cases) their similar ideals and close proximity to the Republic of Covanellis.
Law and order
Law enforcement within the Republic of Covanellis will be the responsibility of the Covanese National Police Agency. Officers of this department will also have the capability to provide relief during natural disasters.
National courts will be responsible for all criminal trials. Judges are appointed to these courts until they step down, are made to step down by the Independent Commission Against Corruption in Covanellis, are made to step down on the grounds of mental incapacity, or die. The Supreme Court is responsible for protecting the integrity of the Constitution and the rights of the Covanese people. The age at which adulthood is attained and at which point it is legal to smoke tobacco and marijuana, drink alcohol, consent to sexual intercourse, own a house, gamble, marry and retail tobacco and alcohol is 18. Schooling must commence until students have completed grade 12, regardless of age.
LGBTQI+ rights are recognised and supported by the government of Covanellis, with members of this community enjoying the same rights as all other Covanese citizens as well as protection against discrimination on the basis of their gender or sexuality. Trans rights are supported by the government of Covanellis, with gender affirmation on documents being allowed without surgery, and the government supporting the inclusion of gender affirmation surgeries as a procedure covered under the country's universal healthcare system.
Abortion is supported by the government in all cases, and at all stages of pregnancy. The government endeavours to provide not only sufficient and progressive education around safe sex, but also accessibility to safe abortions, protection for women who undergo or who would seek to undergo an abortion, and easy access and sexual health products.
Capital punishment is not supported by the government under any circumstances. The government does, however, support voluntary assisted dying under a variety of reasons including chronic and terminal illness, fragility in old age and severe and untreatable mental illness.
All forms of marriage, including same-sex marriage and polygamous marriage, are supported and recognised by the Government of Covanellis.
Economy
The Economy of the Republic of Covanellis will be a mixed market economy with a progressive taxation system aimed at supporting small and local businesses, as well as strong institutions which aim to prevent monopolisation and the formation of mega-corporations. This is to encourage the competitiveness of these businesses on a national and international scale. The Republic of Covanellis will use the Australian Dollar as its official currency, for it is an established and strong currency, especially regionally, and as such is a more sensible and economical solution than creating a completely new currency.
Taxes
Upon secession, the following taxes will be instituted within the Republic of Covanellis:
• Business Tax (on profits). This tax will differ for different business sizes, as well as for foreign and Covanese businesses. The base rate is for Covanese businesses that employ under 40 people and is 17%, and the highest rate is for foreign businesses and is 27%.
• Fossil Fuel Tax. This tax will be put in place to deter the purchase of fossil fuels, and will sit at 30% tax on all sales of fossil fuels.
• GST. Some items such as fruit and vegetables will be exempt from this tax. It sits at 17% for all items unless otherwise specified.
• Inhalables Tax. This tax will be put in place to deter the purchase of tobacco and marijuana, and will sit at 40% of all sales profit.
• Alcohol Tax. This tax will be put in place to deter the purchase of alcoholic beverages, and will sit at 40% of all sales profit of alcoholic beverages.
• Confectionary Tax. This tax will be put in place to deter the purchase of confectionary items, and will sit at 20% of all sales profit of confectionary items.
• Car tax. This tax will be to deter the purchase of cars, and will sit at 150% of the sale value of all new vehicles. For second-hand vehicles standard GST will apply.
• Gambling Tax. This tax will be put in place to deter gambling, and will sit at 30% of all profit made from gambling.
• Income Tax. This will be a marginal tax rate with the rate increasing from a minimum of 0% for income under the minimum tax threshold to 45% for income in the maximum tax threshold. Income tax will apply to all income earned from employment, sole trader or partnership income, capital gains and losses on investments sold less than 12 months after their initial purchase (including properties but excluding principal residences), as well as income derived from income stream products. Foreign income is not included under this taxation type and hobby income is exempt from all taxes.
• Foreign Income Tax. This is a tax levied on income derived from business or employment conducted overseas. The amount of tax levied will vary for each organisation and individual to cater to their circumstances. These can include the country from which the income is derived, the amount of income being derived, the source of the income, and other factors.
Religious institutions are also taxed under the same rules as businesses.
Unemployment and Welfare
In the Republic of Covanellis a person will be able to receive unemployment benefits for one month, during which they are expected to apply for any number of jobs of their choice. If, after one month, the person has not applied or had an application accepted, they will be drafted by the government to a base-level government job, such as a janitor or public gardener, or into an available government position which suits their relevant qualifications, in which they will be paid at the appropriate rate for this position. While performing this job, it is the option of the person as to whether they continue to submit job applications for higher-level government or private jobs or if they shall remain in this position. Furthermore, if a person is accepted for a job, but loses it within six months, they will not be eligible for unemployment benefits and will also be re-drafted to a base-level government job.
Any working and underage citizen will also have the right to free healthcare, education and training, public transport, utilities (300 litres of water per person per day, electricity, sewerage services and Internet) and more.
