Appointment
The first secretary of state is appointed by the Monarch of Almoa. They can choose whichever candidate they like by the Prime Minister typically nominates someone for office.
Responsibilities
The office of first secretary of state is very similar to that of the deputy prime minister in the sense that the office can denote seniority. However, because of that the office can be used instead of the office of deputy prime minister. The office can also leave a senior minister free to perform correlation and co-ordination and to chair committees.
