Resolution 1 of the People's Congress of the Socialist Action Committee of Aotearoa is a foundational document created by the members of the Socialist Action Committee of Aotearoa, a political organization in New Zealand (Aotearoa). This document outlines the core principles, structure, and objectives of the organization, which seeks to advocate for a transition from capitalism and social democracy to a policy of Democratic Socialism within the state of New Zealand (Aotearoa).

Key elements of the resolution include the establishment of organizational bodies such as the People's Congress and the People's Revolutionary Forces, with the General Secretary serving as the de-facto leader. The People's Congress is granted supreme powers, responsible for advising the General Secretary and organizing protests and actions against the New Zealand government.

The resolution also empowers the People's Congress to create and pass resolutions to shape the organization's policies, with provisions for emergency resolutions initiated by the General Secretary. The document highlights the organization's ideological commitment to Democratic Socialism, Revolutionary Socialism, Socialist Patriotism, and Tino Rangatiratanga.

Additionally, it lays out the responsibilities and conduct expected from the People's Revolutionary Forces, emphasizing the avoidance of the use of force against New Zealand citizens and the government, except in cases of absolute self-defence.

The resolution concludes by affirming its status as supreme, while also allowing for amendments by the General Secretary as necessary.

On 15 September 2023, following the passing of Resolution 1, the Executive Committee announced that the Socialist Action Committee of Aotearoa would be listed as a 'protected organization' in the Arstotzkan Union and given special protections by the Arstotzkan Federal Government under the State Owned Enterprises Act 2022. The SACA became the first organization to receive special protections under the act.
