The Alsane Federal Council, also known as the Federal Council of Alsann and often the Federal Council, is the unicameral, democratic legislature of the Alsann Republic. It was formally established on 23 September 2022, when the Alsann Proclamation went into effect. It is composed of 5 members, of which 3 represent regions and 2 represent all citizens of Alsann. It is led by by the Premier of the Alsane Federal Council, chosen from the ranks of the Federal Council by multiple rounds of voting. As of 5 July 2023, the role of Premier remains empty.

History

The Federal Council was formed initially as the Council of Representatives when the Alsann Proclamation was signed on 23 September 2022. It was written into the Alsann Proclamation from its first draft on 9 September. At founding, the Officer-General appointed three members to the regional seats; they were Ozren C for Flinders, H Norman for Aeonia and Mackenzie Arra for Kersika. Ozren C was chosen as Premier, reflecting his role in the Council of Representatives in Concordia.

On 14 October 2022, the Officer-General issued Executive Order 6, authorising a name change for the Council of Representatives to instead be known as the Federal Council[1]. To July 2023, no further structural change has been placed on the Federal Council.

First election

On 23 November 2022, the Officer-General issued Executive Order 11, calling for an election for the federal members in the Federal Council as well as a plebiscite[2]. Originally, it was scheduled to start 3 December, but Executive Order 12 the day before extended the starting date. Finally, the election started on 17 December 2023, a week after its second scheduled start.

The two federal seats were filled in a successful demonstration of approval voting, as James L and Fan Breadfold won by a margin of two and one votes respectively over Jasmine Carroll. All four yes/no questions in the plebiscite were also given public approval, and the red, blue and white diagonally striped flag was ultimately victorious in the five-option vote for a flag. Following the election, the Alsane Silence began, a five-month period of inactivity.

2023 regional election and constitutional crisis

The Alsane Silence was broken on 3 May 2023 when the Officer-General made a statement on behalf of the Alsane Elections Office, declaring James L and Fan Breadfold final victors in the federal election, and announcing a regional election in Alsann[3]. Scheduled to start on May 20, it was indefinitely postponed shortly before its start as 2 of the 3 seats were only contested by incumbents, and the other uncontested completely.

Soon after, on 3 June, a text conversation ensued between Officer-General del Kersika and Ozren C, premier at the time, where Ozren notified del Kersika of his intent to resign from government immediately. This left Alsann in a constitutional bind, where the uncodified constitution left a gap which meant the Federal Council could not elect a new Premier, meaning it could not sit. Following a month of considerations, the midyear plebiscite to be held in lieu of the election will include a question which, if approved, would grant one-time powers to override constitutional process for the Premier and division assignment to the Officer-General.

Seats

There are 5 seats in the Federal Council. Three of these are regionally elected (represented by 'r'), and the other two are federally elected (represented by 'f'). The respective members are displayed in the table below.

Function

The Federal Council is elected in two elections, each held at opposing points of the year. The federal elections, selecting federal members, are typically held starting the first weekend of November, and last a week. The regional elections, selecting representatives of the territories, start on the first weekend of May, and also last a week.

Political parties are formally prohibited from operating in the federal politics of Alsann. The system introduced to replace parties are coalitions. Candidates can choose to be in any coalition they want at any time, and may be in multiple coalitions. Coalitions are part of the political process and cannot operate as an organisation or take in funds to further their interests. Candidates may choose to advertise their coalition affiliation in elections, but it is not necessary.

Divisions

Members of the Federal Council are assigned divisions according (usually) to skill and experience rather than political affiliation. Divisions correlate to ministries or departments in other governments, and cover a variety of topics. Once elected, the Premier collaborates with the Officer-General to create a suitable list of division assignments, which are presented when the Federal Council opens. Currently, there are eight divisions, and one former division.
