PHAEQA (/ɡrkwæ/) (Welsh: Undeb PHAEQA), also known occasionally as the PHAEQA Union and styled as Phaeqa, is a trilateral political, economic and military pact and formal international intergovernmental cooperation of three neighbouring states: the Empire of Aenopia, Socialist Federal Union of Ponderosa Hills and Qaflana. The name is a portmanteau formed from joining the first two letters of each country's name—Ponderosa Hills, Aenopia, Qaflana. PHAEQA is comparable to macronational alliances such as AUKUS, Benelux, Visegrád Group, and in some aspects, the micronational Conference of Santiago. PHAEQA was established on x November 2021 with the signing of the New Llandudno Accord, with the agreement formally coming into effect on 1 November 2021.

PHAEQA was conceptualised in September 2021 as an Aenopian-led alliance under the name of GRAEQA between the 3 nations surrounding the territory of New Llandudno and Subsidiaries; namely the Grand Duchy of Grindle, Qaflana and the State of Vishwamitra, however primarily focusing on the former two states. Grindle would later be exchanged for Ponderosa Hills due to the latter's close relationship with Aenopia and Qaflana, whilst the former suffered from severe activity. Despite this, the concept for an Aenopian-led organisation originated in August 2020 under the guise of the proposed Aenopian Commonwealth, intended to serve as a cultural, economic and defensive union comprised of a collection of states surrounding Aenopian territories, namely Plushunia and Qaflana.

The primary purpose of PHAEQA is to serve as an intergovernmental pact intended to foster relations between Aenopia, Qaflana and Ponderosa Hills. Despite this, the original purpose with Grindle was to serve as an intergovernmental pact for nations maintaining territory in the self-proclaimed New Llandudno Region; a collection of multinational territories surrounding or located near to the Aenopian territory of New Llandudno.

All 3 members of PHAEQA were former members of the 2019 iteration of the Organisation of Active Micronations, where the close relationship between Aenopia, Qaflana and Ponderosa Hills initially developed. Qaflana joined the OAM on 10 May 2019, whilst Ponderosa Hills joined on 18 May 2019 as the People's Republic of Ponderosa Hills and Aenopia on 1 July 2019.[a] During the OAM's existence, all 3 members developed a reputation as active members, with . Following the dissolution of the OAM, Ross, Montan and Halbesleben remained in close contact with each other, primarily via a group chat. As such, the relationship between Aenopia, Qaflana and Ponderosa Hills remained close. Halbesleben left the group chat in July 2019 and was replaced by Astral, at which point activity in Qaflana floundered. This followed the abdication of Halbesleben from the throne of Qaflana, and the subsequent assumption of the throne by both Ross and Montan before Qaflana fell into inactivity.

Following the departure of Halbesleben from the ex-OAM group chat, Astral representing Astropolis, itself a former OAM member, was instated as a member. During this period, the concept for a pact between the respective nations represented in the group chat was conceived. This later became known as the PAA Pact, or Ponderosa, Aenopia, Astropolis Pact. The PAA Pact later transitioned into the North Atlantic Defence Union on 13 September 2019. Unlike the symbolic PAA Pact, the primary objective of NADU was to serve as a NATO-like defence pact aimed towards the North Atlantic region akin to NATO. At its peak, NADU reached 12 member states before it fell into inactivity in December 2019.

The earliest influences for an Aenopian-led pact was an August 2020 proposal for an Aenopian Commonwealth. The concept involved offering membership to nations bordering Aenopian territories, at the time being Plushunia and Qaflana.[b] As part of this, member states would benefit from diplomatic, economic and defensive cooperation with Aenopia and other members. The concept was initially proposed in Y Senedd in August 2020, however was heavily criticised for the vagueness of the proposal.

PHAEQA is comprised of 3 member states; the Empire of Aenopia, Socialist Federal Union of Ponderosa Hills and Qaflana. Due to its nature as a pact between said 3 nations, PHAEQA does not accept or invite nations unless under exceptional conditions. However, in the unlikely case in which a nation is invited, said nation accedes to the pact by becoming party to the founding treaties, thereby subjecting themselves to the privileges and obligations of PHAEQA membership.
