The Democratic Republic of Tūrnia, DR Tūrnia, DRT, or most commonly Tūrnia is a micronation which claims to be an independent nation. DR Tūrnia currently has no territory and was established on the 10th of September, 2018.

Etymology

The name “Tūrnia” has no real meaning. It was chosen because it sounded interesting and unique, and could be used easily in Latin as well as English.

History

The Democratic Republic of Tūrnia was established in early September 2018 by Ryan Shane. Shane drafted the Constitution and delivered it to the 1st Constitutional Convention on September 10, 2018, which is the date usually used for the start of Tūrnia. The Constitution was debated and amended for several days, and on September 18, 2018, the members of the 1st Constitutional Convention unanimously ratified the constitution. The first elections will be held on December 10.

Government

Politics

There are 3 major political parties in the Democratic Republic of Tūrnia: the Democratic Socalists, Social-Libertarians, and Conservatives of Tūrnia. The first elections will occur on December 10, 2018.

Structure

Senate

The Senate is the legislative branch of the Tūrnian government. It is made up of 2 Senators for every 10,000 people, who form Senatorial Districts. The Senate has the power to pass Acts of the Senate, which can, as listed in the Constitution,

  • Establish, change, or remove taxes on goods within the Democratic Republic of Tūrnia
  • Declare a State of War with another Nation.
  • Distribute and regulate the money collected by taxes to other portions of the Government.
  • Make Rules that govern the operations of the Senate
  • Regulate the Treasury of the Democratic Republic of Tūrnia, including printing and coining money.
  • Provide for the organization and funding for a Military
  • Create any law deemed necessary for the Democratic Republic of Tūrnia.
  • Overrule regulations established by the Executive Branch.
  • Repeal or modify previous Acts of the Senate.
  • Confirm appointments to Executive Offices.
  • Ratify treaties with other Nations.
  • Not have a basis on untruths and may not contradict accepted fact and scientific theory.
  • Not Amend or overrule the Constitution.

The Senate may also pass Amendments to the Constitution, which change the Constitution, or Acts of Impeachment, which remove Executive Officers.

Senators are elected by single-transferable vote of the people within their Senatorial District. They serve 3 year terms.

Executive Branch

The Executive Branch is made up of the President and 5 Executive Offices. Executive Offices each specialize in one area, which is determined by an Act of the Senate. They may make regulations on that area, but can be overruled by the Senate. The President appoints Executive Officers to be in charge of these offices, and they must be confirmed by the Senate. The President has the power to conduct diplomacy, sign treaties, confirm or deny Acts of the Senate that only reach a 50% majority and not a 67% majority, and to enforce laws.

The President is elected by popular vote and serves 3 year terms.

Judical Branch

The Judical Branch is made up of 4 courts, the Supreme Court, the High Courts, the Appellate Courts, and the First Courts. The Supreme Court is the only one that has the power of judical review. The High Court has tentative judical review, that can be overruled by the Supreme Court. All justices and judges are appointed by a council of other judges. Justices and Judges serve 15 year terms.
