The Ceresian Senate or just the Senate is comprised of the elected members of the society. The Senate is the legistlative branch of the governement with exeption that The Viceroy does have an active seat in the Senate.
All laws/bill/acts that have national or constitutional implications are submitted to the Senate to be debated before final vote to enact.
