The Charter of the United Kingdom of Aspenia
The Charter of the United Kingdom of Aspenia or the Charter of the Aspen Empire is the primary governing document of the Aspen Empire and defines the main legislative organs and positions within the Empire. The charter was ratified by the six states of the Aspen Empire on November 27, 2018. This ratification paved the way for developing a working charter with articles in place to define the government and its role within the Aspen Empire.
The Charter of the United Kingdom of Aspenia was signed into law on November 27, 2018. The next day, official offices were developed and appointed by the Emperor. And currently the document serves as a living document that is amendable and able to be reorganized as the Federal Council sees fit.
Charter of The United Kingdom of Ardenia In order to establish a nation which observes the practical and unalienable rights of its people. We, the six delegates of the three Aspen States hereby agree to and adhere to this charter.
Article I Chapter I A council of persons called the Federal Council will be established to conduct formal business of this United Kingdom of Aspenia as well as enact legislation for the kingdom. This council of seven will be lead by the chancellor of the council.
Chapter II Among the council’s duties are, the duty of writing and voting on laws, the duty of electing appointees to their respective positions, the duty of declaration of war, and the duty of taxation.
Chapter III The council will be elected every two years with the chancellor remaining in their position for four years. The council is elected via direct election.
Article II Chapter I The chancellor of the Federal Council will be tasked with approving bills to be sent to the king for royal assent, at this stage, the chancellor will be allowed the opportunity to veto the bill. The chancellor is also allowed to advise the king on issues such as foreign policy, war, and other affairs.
Chapter II The chancellor will be elected by the Federal Council and is appointed by the King/Emperor.
Chapter III The chancellor is tasked with nominating and appointing officials to the courts, as well as proposing and enacting legislation.
Chapter IV The chancellor will also have numerous ceremonial duties such as holidays and special events.
Article III Chapter I A court system for the United Kingdom of Aspenia will be established in order to protect the freedoms and liberties of the people. This court shall have the ability to veto laws if they find they are against the agreements made in this charter.
Chapter II Justices in this court will be appointed by the chancellor and voted on by the council. The justices will serve for life or until retirement, and even during retirement, they may serve as a substitute justice under specific circumstances.
Article IV Chapter I (nullified) This charter is established and defined by the principles which have developed over the past decades to reform policy and redefine the feudal nature of the aspen states. under this new United Kingdom of Aspenia, a ruler who will serve as king will be appointed from the ruling families of the Aspen states and will have a hereditary line joining the kingdoms.
Chapter II (amended) The king will be henceforth known as emperor with accordance with amendment II. In addition, the kingdoms are hereby unified and the previous chapter is hereby nullified.
Amendment I: The United Kingdom of Aspenia will henceforth be known as the Aspen Empire and will remain with that name until the writing of a new and more clearly defined constitution.
Amendment II The King is henceforth granted the role specific title of emperor under the terms of Amendment I and will retain that title unless otherwise restricted.
Amendment III The Federal Council shall be allowed the power to present amendments and define them as such so long as they fit within the legal outline of this charter. In order for an amendment to be added, the following process is required. A council member must propose a new amendment. A special committee must be established to debate and define the amendment. The amendment must be passed through the committee and then receive a two thirds supermajority in the Federal Council. The amendment must be approved by the chancellor, and then be approved by the Emperor to be added to the Imperial Charter.
Amendment IV A national forum shall be developed by the Federal Council as a place to conduct public business and to allow for transparency with the public over decisions. Finally this amendment establishes a new committee, the Imperial Committee of Public Security, and grants it powers to, design, build, and/or create an online platform for the Federal Council to use as its primary legislative body. Others powers herein are listed as follows: The Committee for Public Security will be granted special powers to fundraise and use special funds created by the Department of the Treasury to build or create a platform for transparency within the government. The committee is allowed a time period of one year before being voted on to either be dissolved or renewed indefinitely. The committee established by this amendment can be dissolved at any point after the one year time period if a two thirds supermajority is reached. The committee will have power to elect a chair, a vice chair, and officers.
Amendment V Currency within the Aspen Empire will henceforth be administered and regulated by the Imperial Reserve Bank. The committee voting to adhere this amendment to the current Charter hereby states the powers vested in the Imperial Reserve Bank. Power to regulate the amount of currency within circulation Power to create new denominations of currency To establish a specific position within the Imperial Cabinet.
Amendment VI The Aspen Empire hereby establishes a military to lead by the Emperor. The military will be broken into three branches, Army, Navy, and Air Force. Under these branches they receive the powers herein: To receive an annual budget set by the Federal Council from the Imperial Treasury. To construct defensive infrastructure by order of the Emperor in places that may be vulnerable to military attack. To draft troops by order of the emperor. To develop weaponry and enact training measures by order of the Emperor. To separate themselves into special branches, such as Marines, Coast Guard, Ground special forces, etcetera. To develop individual organs for the defense of the Empire.
Amendment VII The Federal Council hereby establishes a Federal Postal service for the quick and orderly transport of goods and materials throughout the country. They will receive the powers to hire and establish new persons and new forms of transportation and to use special powers granted by the Federal Council to inspect and insure goods are safe and pose no threat to public health and safety.
Amendment IX The Federal Council hereby declares that the act of discrimination based on the factors of Race, Sex, Religion, and all other applicable things is illegal and that the act of discriminating against a particular person or persons is wrong on moral and ethical grounds.
Amendment X The Federal Council hereby establishes a national police force with the necessary powers to carry out business outlined herein: The National Police force will have the power to enforce laws passed by the Federal Council with appropriate use of force. Gross negligence of Section A will result in the suspension of the officer or officers who committed such gross negligence. The Police force will be granted the power to jail persons responsible for crimes and report their crimes to the courts. The police force will have the power to work directly with the court system.
