Steven F. Scharff is a micronationalist and former leader of the Principality of Nova Arcadia. He has had a long fascination with the concept of micropatriology, stemming from a childhood visit to the United Nations Headquarters in New York City, and discovering it was sovereign territory within the United States of America.

He founded his own micronation project, the (now dormant) Principality of Nova Arcadia, with a website of his own design. A listing of other micronation projects was added to the website, which in turn led to the establishment of the "Micronation and Sovereignty Website Index". The name was later shortened to the "Microfreedom Index".

In 2006, after strong encouragement from fellow micropatriologist Cesidio Tallini, he obtained the title of "Baron of Sealand".

In 2009, he became a member of American Mensa, Ltd.
