The Seventh Dhrubajyoti Roy ministry (Hindi: सातवां ध्रुबज्योति रॉय मंत्रीमंडल) was the 14th union council of ministers of Vishwamitra which was formed on 12 October 2018 by President Dhrubajyoti Roy more than a month after his election. The ministry was the first executive ministry to be headed by the president and did not have a separate position for head of government. It was also the sole executive government to be formed in the national history until the formation of the Seventh Tanishkaa Patranabish ministry.
The ministry remained in office until 7 January 2019 when Tanishkaa Patranabish was sworn-in as the prime minister, after the poisiton was re-introduced as a part of the political pact between her and President Dhrubajyoti Roy.
History
In the early hours of 14 May 2018, then Prime Minister Dhrubajyoti Roy with the support of his deputy Tanishkaa Patranabish carried out a constitutional coup and deposed President Anoushkaa Patranabish and suspended the constitution, parliament and judiciary and assumed full authority over the national government and declared himself as "Supreme Leader" and appointed Tanishkaa Patranabish to be the President of the Council of Ministers. Despite deposing president Anoushkaa, he appointed her as the Deputy Supreme Leader and his heir.
Months in the rule, the suspension of the parliament, constitution and judiciary were removed and on 11 September 2018, the Supreme Court led by Chief Justice Sarala Baishya declared the government "authoritarian" and "illegitimate" and asked the Supreme Leader to be elected democratically to remain in office. At 4:45 PM local time, the Supreme Leader resigned from office and sought for election after the Supreme Court announced that the position of the executive president has been created on ad-interim basis or until the parliament decides otherwise. Deputy Supreme Leader Anoushkaa Patranabish was sworn-in as the acting head of state and she remained in office for merely 15 minutes only to allow her predecessor to be formally elected by the puppet legislature. Dhrubajyoti Roy was declared elect as the first executive president by the parliament and Tanishkaa Patranabish was elected as the President of the National Assembly. President Roy appointed Anoushkaa Patranabish as his vice president.
After being elected and sworn-in as the President, Dhrubajyoti Roy did not appoint his own council of ministries until 12 October 2018 and for the first month into his administration, the ministers and appointees from the previous government remained in office. Finally, on 12 October 2018, the president appointed his own team of ministers and also appointed himself as the Minister of Finance.
Composition
On 12 October 2018, President Dhrubajyoti Roy appointed his council of ministers which mainly composed of most ministers from the previous government of Tanishkaa Patranabish. The ministry composed of President Dhrubajyoti Roy as the executive head of state, Vice President Anoushkaa Patranabish as the chairperson of the council of ministers, 7 ministers with cabinet rank, 4 ministers with state rank and independent charge, and 1 minister with state rank.
The President himself assumed the charge of the portfolios of Finance and Culture, while his deputy, the Vice President was appointed as the Minister of Home Affairs. Out of the 14 ministers, 10, including the president, belonged to the Friends Societal Congress, while the rest 4 belonged to the Friends Society Secular Party.
