The Secret Homeland Analysis and Response Division (SHARD), formerly known as the SIA, is the domestic intelligence and security service of the Repubic of Yu-Xia. The agency also serves as Yu-Xia's principal federal law enforcement agency. Operating under the jurisdiction of the Yu-Xian Ministry of Justice, SHARD reports to the Minister of Justice. As the leading counter-terrorism, counterintelligence, and criminal investigative organization of the Republic of Yu-Xia, SHARD has jurisdiction over violations of federal laws not specifically assigned to other federal agencies and national security threats.

Despite its domestic focus, SHARD maintains an intermicronational presence, having partnerships with multiple intelligence agencies from foreign nations. Occasionally, SHARD carries out secret activities in foreign territories, however, these activities will generally require coordination across government agencies.

SHARD was established in 2018 as the Scheisse Intelligence Agency, the SIA for short. Its name was changed to the Secret Homeland Analysis and Response Division (SHARD) in January 2021. SHARD Headquarters are currently based on a Discord server, however, physical headquarters and field offices have been planned to be constructed somewhere in the Jiang Province of the Republic of Yu-Xia as of now.

History

Background

Evolution of the SIA/SHARD Seal

For years, the Jiang Province, which was not a part of Yu-Xia at the time, was dealing with terrorism. The Jiang Province's military, the UBS Armed Forces, fought back against terrorists, but could never get ahead of them, only responding to attacks after the fact. Even though the UBS Armed Forces secured several victories, the Founder of the UBS, Nathan Jiang, wanted to be able to stop attacks before they happened. This lead to the creation of the Scheisse Intelligence Agency (SIA).

Creation of the SIA

The Scheisse Intelligence Agency was created sometime in 2018 as a component of the UBS Armed Forces. The group was tasked with collecting intelligence pertaining to terrorist threats, acting on intelligence to prevent attacks, and covertly combating terrorism. The exact date of the SIA's creation is unknown due to the lack of documentation during this period.

Shortly after the Scheisse Intelligence Agency was formed, the terrorist threat grew smaller, as attacks became less frequent and eventually stopped. Maintaining the intelligence group was no longer necessary in the eyes of the Founder of the UBS, so all of the group's activities were suspended and it was never heard from again until August 2020.

On March 26, 2020, Nathan Jiang was approached by Matthew Xia, the founder and Emperor of Yu-Xia. After being introduced to the world of micronations, Nathan Jiang saw, once again, the potential benefits of having an operational intelligence group again. The SIA began conducting operations once again (this time, with more autonomy) on August 19, 2020, under the direction of Nathan Jiang.

Creation of SHARD

On January 15, 2021, the Scheisse Intelligence Agency changed its name to the Secret Homeland Analysis and Response Division (SHARD). The agency's seal was also changed on the same day. These changes marked the beginning of a new era for the agency, as in addition to the name and seal change, the agency started to look more professional, kept better records, and developed at a faster pace.

Adoption of SHARD

On January 3, 2022, the Prime Minister of Yu-Xia, Nathan Jiang, issued Executive Order #0004. The order adopted SHARD as the Republic of Yu-Xia's principal law enforcement agency, placing it under the Ministry of Justice and giving the agency jurisdiction over federal crimes. The agency's mission statement changed from "Protect Yu-Xia's Jiang Province from micronational security threats, both foreign and domestic" to "Protect the Yu-Xian people from enemies, both foreign and domestic, and uphold the Constitution of the Republic of Yu-Xia." Employees of SHARD were instructed to obtain Yu-Xian citizenship if they had not already done so.

SHARD is organized into functional branches and the Office of the Director, which contains some administrative offices. An executive assistant director manages each branch. The branches are then divided into offices and divisions, each headed by an assistant director.

Information

The Secret Homeland Analysis and Response Division is an agency that originates and handles classified information. The Director and members of Management Personnel delegated by the Director may exercise the authority to originally classify information at any level. SHARD employees require a security clearance.

Compartmentalization

In addition to a National Security Information Classification, information is compartmentalized and given a SHARD classification. There are five SHARD classification levels and five corresponding Security Clearance Levels. Agents require a Security Clearance Level (SCL) greater than or equal to the classification of the information they wish to access and authorization to access it. This is meant to discourage enemies from attempting acts of espionage.

Although there can be exceptions to compartmentalization protocols, they are generally followed.

Personnel

Hiring Process

The first step in becoming a SHARD agent is submitting a response to SHARD's Membership Application Form. Basic requirements for eligibility include being a citizen of the Republic of Yu-Xia, being between the ages of 14-37, and having no criminal record. If it is determined that the applicant may be eligible for service in SHARD, they will be sent to SHARD Academy. From that point on, the applicant will be considered a probationary employee until they graduate from SHARD Academy. All SHARD employees require a security clearance due to the nature of the job. During the process of gaining a security clearance, one must fill out an SF-1 Questionnaire for National Security and sign an SF-2 Classified Information Non-Disclosure Agreement (NDA).

Sometime in September 2020, the Micronational Affairs Division initiated a project code-named "Project Outreach." The goal of this project was to build a network of micronational allies with the hope of gaining more influence and eventually establishing order within the world of micronations.

Other Information

SHARD Day

The earliest documented activity of SHARD was on August 19, 2020. And because of this, it has been decided that August 19 is officially SHARD day. Even though SHARD existed back in 2018 as the SIA, there was no documentation of any of the SIA's activities, therefore, August 19 is SHARD day and agents of SHARD will celebrate this every 19 August.
