The Democratic Empire of Ryukanshen is a micronation that was founded on March 8, 2011. It is located within the border of Colorado, USA. It contains 4 provinces, separated by an approximate 100 ft. distance. It is a democracy, the title of Emperor being mainly cosmetic, a symbol of the nation's pride of controlling its own land.
Etymology
Ryu is the japanese word for dragon. It was chosen as part of the name to express the nation's desire to be as strong as a dragon. The rest was chosen by the Emperor to sound aesthetically pleasing.
History
Ryukanshen was founded on March 8, 2011. Its official statement of sovereignty declaring its independence from the USA was written and signed on March 9. It opened its first national park on March 12.
Ryukanshen Constitution
The Ryukanshenian Government drafted a national constitution on April 10, 2011. It is being reviewed and has not yet been ratified.
Location
Ryukanshen is located in Colorado, in the Denver metropolitan area. Its total land mass is 181,620 sq. ft. of land.
Government and politics
Ryukanshen is a democracy, with a government consisting of several departments of elected officials. The leader of the country is the Emperor, however this title is mainly for matters of pride. The Emperor is the acting leader of the Council of Legislation, which is in charge of the government subdepartments. It is on equal footing with the Department of Balance, which shares in the lawmaking process and also acts as a court in the event of an unresolvable case within the Internal Affairs Court.
Council of Legislation
This Department is charged with proposing laws for Ryukanshen. It is presided over by the Emperor, and submits legislation for review by the governors of the 4 provinces. The governors then go over the legislation with the citizens of their province. If there is a 50% majority, the legislation is submitted to the Department of Balance for final review. If the Department of Balance deems it to be in keeping with the Ryukanshen constitution, it is allowed to pass.
Department of Balance
This Department is charged with challenging the Council of Legislation when it submits unjust legislation. They have the power to veto bills and other legislative proposals. A law can be passed anyway if a 50% majority of the populace writes to the Department in favor of a law.
Department of Defense
This Department is charged with a assembling a military to protect Ryukanshen from attack.
Department of Espionage
This Department is charged with uncovering secrets that may pose a threat to Ryukanshen.
Department of Diplomacy
This Department is charged with keeping outside relations between Ryukanshen and the nearby USA, and also with relations between any other nations Ryukanshen may come into contact with.
Department of Aesthetics
This Department is charged with beautifying Ryukanshen and preserving national parks. It is also charged with the creation of crests, emblems, seals and the national flag.
Department of Economics
This Department is charged with managing Ryukanshen's monetary resources. Currently, it runs the Electronic Bank and Vault of Ryukanshen, a virtual bank that sends out digital bank notices. This will remain functional until Ryukanshen creates paper or metallic currency, after which it shall be reformed into a record keeping bank for storing accounts.
Department of Medicine
This Department is charged with researching and acting on health crises and finding new medicinal technologies.
Department of Internal Affairs
This Department includes the Ryukanshen Police Department and the Ryukanshen Peace Corps, charged with keeping order and peace within the nations borders, enforcing laws and investigating internal criminal activity.
Law and order
The Judicial Courts are maintained by the Department of Internal Affairs, although in the event of an unresolvable case, the Department of Balance will take the case.
