The Royal Health Accord (Portuguese: Real Acordo de Saúde), acronymn RHA, is Ebenthal's publicly funded healthcare system. Created in 2014 as one of the country's first intitutions, the Royal Health Accord consists of an unilateral agreement perpetrated by the Government of Ebenthal to the Government of Brazil by which all Ebenthali citizens are provided with health treatment by Brazil's Unified Health System, which is the largest nondiscriminatory government-run public health care system in the world,[1] on behalf of the Ebenthali government. Furthermore, the Constitution of Ebenthal designates a budget percentage to be invested on health which is mostly used by Royal Health Accord to provide emergency medical needs for the resident population. For these reasons together, the Royal Health Accord can be considered one of the most developed micronational health systems in the world.

Creation

Following Ebenthal's declaration of independence in 11 August 2014, the early Ebenthali government still in formation wished for the creation of institution that, even if not exactly function, would help to create a proffessional image and to demonstrate to outside watchers for what Ebenthal stood for regarding national politics. The creation of a free univeral health system mirroing that of Brazil was envisioned by the country's first Prime Minister, the Grand Vizier Adriano Moreira, who started the debate at the country's former unilateral parliament, the Conclave of Ebenthal.

The parliamentarians soon agreed with the obvious that it was impossible for Ebenthal to sustain an actual health system due to the country's lack of vital resources such as a decent budget in Brazilian Reais, the necessary land, personnel, know-how, etc. Given the situation, the First Lord Érica Pádua, 1st Count of Three Marys spoke for the realization of an unilateral agreement by which a newly-established Ebenthal health government agency would use of all the offered by the Brazilian universal health system, the Sistema Único de Saúde. All the members of the Conclave voted in favor and the new agency was designated as "Royal Health Accord" whereas "Accord" is do to the fact that the agency itself it is, for all mean, an accord from the Ebenthali official parts applied to the Brazilian counterparts.

Objectives

The Constitution of Ebenthal mandates that it is the state's responsability to provide health and medical care to all Ebenthali subjects and foreigners in Ebenthali territory. Thus, despite its limited resources, the Royal Health Accord provides medical care as possible in the form of the purchase of medicines for those who request assistance and for the promotion of private health plans. The Royal Health Accord also realizes census on health matters such as the percentage of Ebenthalis enjoying of private healthcare and the main causes of death in Ebenthal.
