Acts passed in 2014

9th February Criminal Case Treaty

As a result of this Treaty:

  • All Criminal Cases that occur in the Region of Clyro (as defined by the Clyran Constabulary Office) are to be referred to the Tsardom of Nolland's Crown Court for bail, and to the Court of Session for trial.
  • Appeals for Criminal Cases that occur in the Region of Clyro go to the Nollandish High Court, and then to the Appellate Committee of the Tsardom of Nolland.
  • All Lawyers involved in a Criminal Case from the Region of Clyro must be members of the Nollandish Bar.
  • Criminal Cases found guilty are to serve their sentences in the Region of Clyro. If the Criminal Case's sentence is banishment, then their citizenship of the Region of Clyro is to be revoked.
  • All other judicial cases from the Region of Clyro are to be dealt with by the Civil Service Gorsedh of the Region of Clyro.


22nd June Standardisation Act

This Act:

  • Declares all non-government run, non-military & non-security, voluntary associations or organisations within the Region of Clyro to be officially called 'Services', and to have all names of such associations and organisations to be renamed as such.
  • Declares all government run, military & security organisations within the Region of Clyro to be officially called 'Offices', and to have all names of such organisations to be renamed as such.
  • Declares all government run, non-military & non-security organisations within the Region of Clyro to be officially called 'Gorsedhs', and to have all names of such organisations to be renamed as such.

20th July Political Census Act

This Act:

  • Requires all Mercian citizens to undertake the political test on www.politicaltest.net, and to submit the results of the test to the Lords of Mercia for compiling into a census document.

27th July Criminal Offences Act

This Act:

  • Produces the list of criminal offences for the Clyran Constabulary Office to look out for and make arrests/warnings for. Additions or removals of offences will be made to the list of criminal offences on the decision of all Chief Constables of the Clyran Constabulary Office. The list of criminal offences are as follows:

Felonies

Sub Section i) Murder in the First Degree – a killing of a human being which is deliberate and premeditated (planned, after lying in wait, by poison or as part of a scheme)
Sub Section ii) Murder in the Second Degree – a non-premeditated killing, resulting from an assault in which death of the victim was a distinct possibility or an act resulting in the death of a human or multiple humans in which the assailant showed callous disregard for human life
Sub Section iii) Voluntary Manslaughter - the killing of a human being in which the offender had no prior intent to kill and acted during "the heat of passion", under circumstances that would cause a reasonable person to become emotionally or mentally disturbed.
Sub Section iv) Involuntary Manslaughter - the unlawful killing of a human being without malice aforethought, either express or implied. It is distinguished from voluntary manslaughter by the absence of intention.
Sub Section v) Rape - A criminal offence which forces sexual relations with a person against that person's will.
Sub Section vi) Sexual Harassment - bullying or coercion of a sexual nature, or the unwelcome or inappropriate promise of rewards in exchange for sexual favours.
Sub Section vii) Battery - The unlawful and unwanted touching or striking of one person by another, with the intention of bringing about a harmful or offensive contact.
Sub Section viii) Grand Larceny – The unlawful taking and removing of another’s personal property with the intent of permanently depriving the owner when the total amount of all taken equals one hundred and fifty (£150) Pounds Sterling or an equivalent in another currency
Sub Section ix) Grand Larceny Auto – The unlawful act of stealing or attempting to steal an automobile or other motor vehicle
Sub Section x) Treason – As previously defined in an imperial decree.
Sub Section xi) Terrorism - the systematic use of violence (terror) as a means of coercion for political or religious purposes
Sub Section xii) Attempted Murder in the First Degree – The attempt to commit murder in the first degree
Sub Section xiii) Attempted Murder in the Second Degree – The attempt to commit murder in the second degree

Misdemeanours

Sub Section i) Larceny - The unlawful taking and removing of another's personal property with the intent of permanently depriving the owner
Sub Section ii) Assault - the act of creating apprehension of an imminent harmful or offensive contact with a person.
Sub Section iii) Vandalism – The wilful damage or deface the property of others or the commons

17th August Rights of the Subject Act

This Act:

  • Will establish the core rights of all subjects of the Lords of Mercia and the lands they claim. This Act also represents the belief within Mercia that all human beings should have the following rights, pending change depending upon circumstance.
  • All human beings are born free and equal in dignity and rights. All humans are equal before the law.
  • All humans have the right to liberty and security of person, subject only to arrest or detention under the law.
  • Everyone has the right to choose and to practice his or her religion, faith or belief without persecution, and to profess his or her religion freely, to change it, and to practise it either alone or with others. This is subject only to such limitations as are prescribed by law and are necessary to protect public safety, order or health, or the fundamental rights and freedoms of others.
  • No person may be discriminated against or unfairly privileged on the basis of gender, origin, race, ethnicity, language, ancestry, sexuality, political opinion, disability or faith. Every human has the right to not be discriminated against on the basis of one of those characteristics.
  • No human may be forced to become another person's slave. The buying and selling of slaves is hereby outlawed.
  • No one shall be subjected to arbitrary arrest, detention or exile.
  • No one shall be required to perform forced or compulsory labour, unless it is required under law as punishment for a crime, or is service of a military character by an enlisted member of the military.
  • No one shall be held guilty of any crime or offence on account of any action or lack of action which did not constitute a crime or offence at the time when it was committed.
  • Anyone who is arrested shall be informed, at the time of arrest, of the reasons for their arrest and shall be promptly informed of any charges against them. Anyone arrested or detained on a criminal charge shall be entitled to trial within a reasonable time or to release, although release may be subject to guarantees to appear for trial.
  • Every human has the right to life. Capital punishment is outlawed.
  • Every human has the right to live in safety under a stable government, to have a fair trial and to be allowed to defend themselves if accused of a crime.
  • Every human has the right to be considered innocent until proven guilty.
  • All humans have the right to freely pursue their social and cultural development.
  • Every human has the right to a name. Every human also has the right to change their name so long as it is not for fraudulent purposes.
  • All humans have the right to respect for the privacy of their personal and family life, home and correspondence.
  • Every human has the right to change the gender by which they are identified.
  • Human beings, upon reaching a certain age (to be decided by the Mercian Parliament House), without any limitation due to race, religion, gender or nationality have the right to marry and to found a family. Marriage shall be entered into only with the full, free, willing and express consent of the intending spouses - forced marriage is outlawed.
  • All consenting humans have the right to reproduce. All willing humans upon reaching a certain age (to be decided by Mercian Parliament House) have the right to engage, in private, in whatever sexual activities they consent to.
  • Every human has the right to own property without it being taken away without good reason.
  • Every human has the right to peaceful assembly. No one may be forced to belong to an association.
  • All workers have the right to safe and healthy working conditions, fair and just remuneration for work performed, and time off when ill or pregnant.
  • Every human has the right to freedom of thought and opinion.
  • Every human has the right to freedom of speech.
  • Every human has the right to freedom of expression.
  • The rights of one human ends where they infringe upon the rights of another.
  • The rights of the subjects of the Kingdoms and lands Represented by the Council of the Diarchal Crowns of the Disciples as laid down in this law may be revoked by laws passed by the Lords of Mercia, the Mercian Parliament House, and the judicial organs of the administrative regions of the Region of Clyro and the Archduchy of Loringia.

17th August Powers of the Nobility Act

This Act:

  • Will establish the legal powers and rights of the Mercian Landed Nobility, building upon the core rights of the common subject of the Kingdoms and Lands Represented in the Council of the Diarchal Crowns of the Disciples.
  • Landed Nobles who are appointed to a Hundred have undisputed control over the Hundred they are appointed to, providing that they do not contravene law laid down within Mercia, or the Imperial Law of the Würtige Empire.
  • Landed Nobles who are appointed to a Shire have the authority to act on the Lords of Mercia's behalf within the borders of their own Shires, and they have full jurisdiction within the Hundreds that constitute their Shires.
  • Landed Nobles who are appointed to a Hundred are subordinate to, and must follow the wishes of, Landed Nobles who are appointed to the Shire that said Hundred is constituent of. Landed Nobles who are subordinate in such a fashion may only refuse to follow the wishes of, or directly act against, Landed Nobles who are appointed to the Shire that said Hundred is constituent of if said Shire-appointed Landed Noble contravenes law laid down within Mercia by the Lords of Mercia, Mercian Parliament House or another body with power invested in them by the Lords, or the Imperial Law of the Würtige Empire.
  • All Landed Nobles are subordinate to, and must follow the wishes of, the Lords of Mercia, as must all subjects.
  • Nobles that are not appointed to territory are subordinate to, and must follow the wishes of, Landed Nobles who are appointed to the Hundred that said Noble is within, whether through residence or travel.
  • The reach of this system continues through this created hierarchy. As such, a Noble that is not appointed to territory is subordinate to, and must follow the wishes of, a Landed Noble that is appointed to a Shire that Said Noble is within, whether through residence or travel, providing that the Landed Noble that is appointed to said Shire uses their authority through the Landed Nobles attached to the Hundred that the landless Noble is within.
  • The Nobility is not above the law. The Nobility must be subordinate and answer to the Lords of Mercia, the Mercian Parliament House, and the judicial organs of the administrative regions of the Region of Clyro and the Archduchy of Loringia.

22nd September Territorial Classification Act

This Act:

  • Establishes the naming conventions of the territorial divisions within the Region of Clyro. This Act also names all current territories of the Region of Clyro, and will classify them as they are under this Act.
  • The Region of Clyro shall be divided into two Provinces; the Province of Wibertsherne, with its territories surrounded by the United Kingdom's County of Essex, and the Province of Kernollond, with its territories surrounded by the United Kingdom's County of Cornwall.
  • Each Province shall be divided into Shires. The Province of Wibertsherne shall be divided into the Shires of Cassidishire, Mossishire, and Rambleshire. The Province of Kernollond shall be divided into the Shires of Saracenshire and Tremmoshire.
  • Each Shire shall be divided into Hundreds. Cassidishire shall be divided into the Hundreds of Declan Forest and the Low Wold. Mossishire shall be divided into the Hundreds of the Rio Cinema and the Star Inn. Rambleshire shall be divided into the Hundreds of Greater Koille and Lesser Koille. Saracenshire shall consist of a single Hundred, called Villa. Tremmoshire shall consist of a single Hundred, called Campus.
  • The Hundred of Villa, in Saracenshire (Kernollond Province) is to be designated as the Capital Hundred of the Region of Clyro.
  • In addition to these Hundreds, the Province of Wibertsherne shall consist of an additional Hundred not within any Shire. This Hundred is called Saints’ Rest and is the Homeland Capital Hundred of the Region of Clyro, which operates as the administrative centre of the Region when the Lord of Clyro is resident there.
  • These Provinces, Shires and Hundreds may be added upon. New Provinces, Shires and Hundreds may be incorporated into the Region of Clyro upon the wishes of the Lord of Clyro.

30th September Amended Nobility Act

This Act:

  • Continues to disestablish the Landed Gentry within Clyro, and then readdresses the appointments of the Clyran Nobility to Hundreds and Counties within the Region of Clyro set by the 20th July Nobility Act:
  • HL Richard I, the Lord of Clyro, is appointed as the landed noble of Saint's Rest, the Capital Hundred of the Province of Wibertsherne.
  • Marquis Cassidy is appointed as the landed noble of Cassidishire and all its Hundreds.
  • Baron Lewis is appointed as the landed noble of the Declan Forest Hundred, subordinate to the honourable Marquis Cassidy.
  • Count Frisch is appointed as the landed noble of the Low Wold Hundred, subordinate to the honourable Marquis Cassidy.
  • Earl Whyatt is appointed as the landed noble of Mossishire and all its Hundreds.
  • Baron Harland-Hackenschmidt is appointed as the landed noble of the Rio Cinema Hundred, subordinate to the honourable Earl Whyatt.
  • Baron Newton is appointed as the landed noble of the Star Inn Hundred, subordinate to the honourable Earl Whyatt.
  • Duke Lobao is appointed as the landed noble of Rambleshire and all its Hundreds.
  • Baron Schriber is appointed as the landed Noble of the Greater Koille Hundred, subordinate to the honourable Duke Lobao.
  • Baron Velazquez is appointed as the landed noble of the Lesser Koille Hundred, subordinate to the honourable Duke Lobao.
  • The Hundreds of Nine Logs, Penmine & Spildcastle and the Darva Cascades are all directly under Regal Authority, pending further admissions to the Nobility.
