Richard George William Pitt Booth MBE (12 September 1938 - 20 August 2019) was a British bookseller and eccentric who proclaimed himself ruler of the Independent Kingdom of Hay-on-Wye on 1 April 1977 (he named his horse Prime Minister), a micronation. This proclamation earned him and the town world-wide publicity, and fueled the used-book business that had already taken hold in the town. Unlike some claimants to "micronationdom", Richard Booth does not pretend to take his claims seriously.
