Quintus De Vitaliis, OFD, KGFO, KWŁ, CGS, GP, ODS, OoF/ѠД, et al., (Hellenic: Κουΐντος Δε Βιτάλης; Latin: QVĪNTVS DE VĪTĀLĪS; South Ruthenian: Кўінтоус Ꙉє Віталійсъ; Græcian: 𐌞𐌉𐌉𐌋𐌀𐌕𐌉𐌙 𐌏𐌕𐌍𐌉𐌒), born on (AUC) 2752.03.04 (Thursday 4 March 1999 AD), also referred to by his initials QDV, is the founder and current Governor of Græcia, as well as former Secretary-General of the League of Hellenistic Micronations.

Early life

De Vitaliis was born in Athens, the Third Hellenic Republic. His family roots hail mainly from Hellas (3/4 from two islands of the Aegean Sea, 1/4 from Arcadia, Peloponnese, and maximum 1/8 from Smyrna, Asia Minor), with a small chance of having Egyptian DNA, due to the presence of ancestors born there, but ultimately descended from Hellenes.

Micronations

Early attempts

Quintus was always interested in how the geopolitical conflicts shaped his country and the surrounding areas but any of his micronational attempts until he got involved with the micronational world were only put on paper; a pencil and a dozen of coloured pencils were enough for him to express his ever-growing creativity.

Memeraeus

Under the name Quintus II Dejanović or Dragaš, he was the last addition to the House of Memeraeus and one of the last former members to resign from their rights. He worked his way through the ranks of the simple citizens to become an elite member of the group and, eventually, member of the Administration. A number of events in the roughly 4 months of his presence in the Imperial Council, forced him and the rest of the moderators to resign from the Council and live in exile, leaving Antonius and Peter without a proper administration team.

Zenia

Since early 2020 AD, Quintus has been inactively involved with State of Zenia, the successor state of Memeraeus. For a long time, Quintus hadn't disclosed any information regarding his presence in the Stoa – yet, he has verbally expressed his gratitude for the time he has spent as a citizen of Zenia.

Græcia

After many months of personal debate, Quintus decided on 20 August 2020 AD to lay the foundations of his own microstate, Græcia, located in Hellas. He became the Provisional Governor of Græcia, before assuming power as the Governor on the 12 October of the same year.

Micronational career

Since the establishment of Græcia, Quintus has been evolving as a micronational individual, by becoming a member of inter-micronational organisations – not to mention being elected Secretary–General in one occasion, developing diplomatic relations with other micronationalists from around the globe, as well as taking part in micronational activities, such the following:

Quintus has also been the sole representative of Græcia in the League of Hellenistic Micronations and the Balkan League of Micronations, where he is actively involved in discussions and votes.

Personal views and beliefs

Quintus is a self-described "traditionalist conservative", often characterised as an "explicitly discriminatory profiler" by people close to him.

He was raised an Orthodox Christian and although he has regained ties with his parents' religion, despite averting from religion and spiritualism at some point in his life, he is in parallel a devout Græcian paganist, worshipping the seven deities; Moon, Fire, Water, Stars, Dark god, White goddess, and the Sun.

Hobbies

Quintus is a skilful graphic designer; a self-taught Photoshopper and a natural pencil drawer, he began producing comics at the age of 5 or 6. He is also very keen in language learning; he currently possesses 4 certificates and speaks at a decent level 7 languages, including his native/mother tongue, Hellenic. His foreign language skills apply to English (C2), German (B2), Italian (B1), Croatian (B1), Serbian (same level as Croatian) and French (B1, although he hasn't acquired a certificate yet). Apart from those pass-times, he is an avid collector, currently possessing banknotes, coins, stamps, association football jerseys, scarves and tickets, as well as tickets from airplanes, other means of transport and museums.

By being born in Hellas in 1999 AD, Quintus has acquired both the Hellenic, and the parallel European citizenship at birth, according to the respective laws. According to the citizenship laws of the Third Hellenic Republic, since one of his parents (in this case, both) are Hellenic nationals, it is his birthright to acquire Hellenic nationality and citizenship.

Quintus' first micronational venture was under Memeraeus, when the microstate was still in existence. After being stripped off of his citizenship and following the subsequent fall of the micronation, he became one of the first citizens of Zenia. In the same year and actually on the same day, he acquired two more citizenships, one of his own micronation (Græcia) and one of a friend's micronation (Rhōmanía). As of 15 January 2023 AD, he is a holder of six different micronational citizenships.

After the fall of Memeraeus, Quintus' citizenship was subsequently stripped off by the remaining members of the imperial house. On 1 May 2022 AD, he agreed to relinquish his citizenship and awards of Snagov, following the micronation's reorganisation phase, which includes the abolishment of awards and decorations, the granting of citizenship only to locals, etc. He remains on good terms with the president and both have vowed to continue their excellent diplomatic relations.

Within Græcian context, Quintus is considered an independent politician, since the microstate does not feature political parties for the time being. However, he has been involved in foreign political parties – as of January 2023, he is a member of two, a supporter of an additional one and one's faction and a former member of two parties:
