Information from Onepedia article on this subject

The MGPRA1 was made up of two protectorates, which were effectively 'provinces', as called in some countries, or the main administrative divisions of the country. These were then divided up into communes, resulting from a decision by the A1 government in December 2009 to amalgamate the many protectorates that then existed.

Currently, the FRA1 is made up of republics, which may then be further subdivided, according to the wishes of their respective governments

Historical Divisions

Protectorates

In the MGPRA1, protectorates were classified as a 'semi-autonomous' protectorate, which had limited self-governance and at least some form of separate identity, or a 'standard' protectorate, which had almost no self-governance which was controlled directly from the Ministry of Interior in New Central.

Although the A1 Constitution did not distinguish between these two types of protectorates, this system still was used by the government.

For a new protectorate to be admitted to the Republic, the A1 Protectorate Agreement must have had to have been signed by the leader of the new protectorate.

Semi-autonomous protectorates

These protectorates had limited self-governance, in that the governor of both protectorates enjoys relative political freedoms. These protectorates also had a government that was organised at the Governor's will.

Semi-autonomous protectorates tended to be protectorates that were further away from New Central as well as larger areas than 'standard' protectorates.

Standard protectorates

Standard protectorates tended to be 'less important' protectorates, or those which had very little or no separate identity to A1 itself.

Communes

Protectorates were sub-divided further into 'Communes', which may have had some sort of administrator that answered to the Governor of that protectorate. Communes did not have a separate government, but existed to preserve the 'original protectorates' of A1 and also for electoral and planning issues.

Republics

Republics are headed by a Premier and have their own limited government. Under the provisions of the Constitution of the FRA1, republics have relative freedoms as to how to govern their particular republics. Republics may be further subdivided at the discretion of that republic's government.
