The Prime Minister of the Frondesian Federation, commonly the Prime Minister of Frondesia, is the executive head of government of the Frondesian Federation. They lead the government, chair the cabinet and nominate its ministers. It is the second highest Frondesian office.
Due to the central role of the President of Frondesia in the political system, the activities of the executive branch (including the prime minister) are significantly influenced by the head of state (for example, it is the president who appoints and dismisses the prime minister and other members of the government; the president may chair the meetings of the cabinet and give obligatory orders to the prime minister and other members of the government; the president may also revoke any act of the government).
The office is currently vacant.
History
The prime ministry is one of the oldest Frondesian offices and one of the oldest federal offices. It was established by the constitution on 25 August 2023. The office was established after the presidency in the constitution.
Duties
In general, the prime minister serves more of an administrative role, nominating members of the Cabinet and taking the lead in fully implementing domestic and foreign policy as formulated by the president, as well as advising them.
Generally the prime minister carries out the following duties:
- Day-to-day running of the government,
- Determines government priorities,
- Submits proposals of government work for each government agency or ministry to the president,
- Nominates the Deputy Prime Minister and other federal ministers,
- Represents the government of Frondesia internally,
- Chairs government meetings,
- Signs Decrees of the Government,
- Reports to parliament about government activities,
- Distributes duties amongst government members,
- Informs the president about government activities,
The prime minister also sits as a permanent member of the security council.
Appointment
The prime minister is currently appointed by the President of Frondesia, subject to the approval and confirmation of the federal assembly. To make this more practical, the appointee is usually the leader of the party with the most federal assembly seats after legislative elections. Despite this, the prime minister can theoretically be any Frondesian citizen.
Removal
The prime minister may be dismissed by the president at any time at the president's own discretion. The prime minister may also tender his resignation to the president on his own initiative when he feels he should resign. The president may reject such resignation and oblige the officeholder to continue his work. The prime minister and the whole government are constitutionally obliged to resign after the inauguration of a newly elected president. At the same time, the president has the right to dismiss both the entire government together with the prime minister, and only prime minister, retaining the government.
The prime minister can sometimes be dismissed by parliament. The federal assembly has the constitutional authority to bring motions of no confidence against the government. If a government loses a no confidence vote, it is expected they should all resign - even the prime minister.
Presidential Succession
In the event of a president's death, incapacitation, resignation or impeachment then the prime minister becomes a temporary until which time a new president is elected and takes office. The prime minister as acting president may not dissolve parliament, announce a referendum or propose amendments to the Constitution.
