The President of the Council of State is the presiding officer of the Council of State. The office was established in 2011,The President is the political and parliamentary leader of the Council of State . He or she is simultaneously the Council's presiding officer, leader of the factions majority , and the institution's administrative head.

The President is also determining which members may speak. The President also responsible for maintaining order during debate, and may punish members who break the rules of the Councill.
