The President of the Assembly of the Republic, sometimes referred to as the Speaker of the Assembly or Speaker of the Assembly of the Republic, is the Presiding Officer over the Assembly of the Republic in the Republic of New Melanesia.
History
The office of President of the Assembly was established on 14 July 2022. It was created to have a non-partisan Member of Parliament to oversee the Assembly of the Republic and to keep order during political debates.
Appointment
The President of the Assembly is elected by parliament. Members of parliament are nominated immediately after a general election and are voted on by the Assembly.
Whoever is then elected must renounce all prior affiliations with their political party and is sworn in by the President of New Melanesia. However under special circumstances, like a state of emergency, the President of New Melanesia may appoint an Assembly President and they wouldn't be required to renounce their party affiliation until the end of the circumstances.
Role
Casting Votes
When the Ayes and Noes are tied, the speaker must use the casting vote.
Presiding Officer
The president's primary function is to preside over the Assembly. The president is the highest authority in the Assembly and has final say in how the its business is conducted.
During debate, the president is responsible for maintaining discipline and order, and rules. Usually, the president attempts to end a disruption, or "calls members to order", by loudly repeating "ORDER! ORDER!". If members do not follow instructions, the president may punish them by demanding that they leave the Assembly for the remainder of the day's sitting.
