The President of Thulicia is the head of state in the Republic of Thulicia. The office was created as the first office within the republic.

History

The office of president was created on 21 September 2022.

Temporary Vacancy

In events of a temporary vacancy of the presidency, the Chairman of the Senate may act as President or may vote to devolve the powers of the presidency generally to the senate until the presidency is filled.

Role

Executive Powers

The president is the source of executive power. The president appoints as prime minister the individual most likely to maintain the support of the National Assembly, usually this is the leader or senior most member of the political party with a majority in that house, but also, when no party or coalition holds a majority. The president must additionally appoint to Cabinet, typically on the advice of the prime minister, all other ministers. Ministers are typically accountable to the National Assembly, but may come from the Senate.

As well as this, the President is the Commander-in-Chief of the Armed Forces.

Legislative Powers

The president is one of the three components of government.

The president has the role of assenting bills passed by parliament, to make them law. The president has the absolute power to withhold assent to Bills passed by Parliament (i.e. to veto without parliamentary override). Furthermore, a form of pocket veto exists: there is not a specific time frame for presidential action on a Bill passed by Parliament, thus the president can hypothetically postpone the signature of a Bill indefinitely, effectively vetoing it.

As well as this the President has the responsibility of appointing majority Senators.

The president may also pass laws by Executive Order. This isn't always commonplace as it passes laws without Parliament's confidence. The president can, however, set the government's agenda by Executive Directive.

Emergency Powers

In times of crisis the President or Prime Minister (with Presidential Assent) may declare a state of emergency.

These times entitle the President to the following powers:

  • Passing Emergency Laws without the National Assembly
  • Enacting Martial Law without the Confidence of the Senate
  • Suspending Parliament

Oath of Office

All incoming presidents must swear an oath of office to formally take office.

The official oath of office for the President is as follows: "I, [name], do swear (solemnly affirm) that I will well and truly serve Thulicia in the office of President. So help me God."
