The Premier of the National People's Assembly (Erusian: Leohju Qaevaxu Tzeoq eg Kair, Kair), alternatively but incorrectly known as the Prime Minister of Erusia, is the official Head of Government in the Democratic People's Republic of Erusia and - under the terms of the 2nd National Constitution - the Chairman of the Standing Committee of the National People's Assembly, Erusia's supreme and only national legislative organ. The only office at a national level that is freely elected via universal suffrage, the Premier is one of the most important political figures in the collective leadership of the Democratic People's Republic, conventionally ranked second only to the Supreme People's Commissioner. The incumbent and third Premier is Kai Roosevelt, elected on February 2 2009 and re-elected once to date.
Powers and duties
Constitutionally, the Premier is the leader of the legislative branch of the national government and their most important responsibilitiy is organising legislative work across the nation, serving as Speaker of the National People's Assembly and directing the work of the Assembly's Standing Committee. The Premier, alongside the Standing Committee, exercises absolute power over the legislative branch of the government and as such plays a vital role in any major legislative reforms or changes.
Since the election of Kai Roosevelt as the third Premier (see list below), the office has taken on more responsibilities. Although not actively involved in foreign affairs, Roosevelt - who serves also as Chairwoman of the National Congress of the Erusian National Communist Party - is generally regarded as the "co-leader" of the Democratic People's Republic, exercising a certain degree of executive power unofficially. She has played a major role in organising the State bureacracy and it is clear that the office of Premier has been charged with the implementation of government policy, whilst the Supreme People's Commissioner is charged with it's development. The Premier is supported by up to four Vice-Premiers, although there have only ever been two at any one time to date.
