His Majesty's Government

The People's National Executive Committee (PNEC) is the highest organ of Executive power in the Democratic People's Republic of Eniarku, and second theoretically second only in importance to the National People's Assembly. It is an unelected body of cabinet ministers and senior Eniarkian politicians, who are appointed by the Supreme Executive Commissioner of Eniarku. It is comprised of a number of National People's Executive Commissions (departments) that are charged with drafting policy regarding specific subject matters. The primary function of the Committee is to create national government policy that does not require legislative approval and also to administrate the nation, although in the case of the latter the Standing Committee of the National People's Assembly plays a major role in the organization of the State bureaucratic systems and as such works with the PNEC on matters of administration.

Organization and Powers

The People's National Executive Committee is both the ministerial cabinet and an institution with powers in it's own right. As a collective body, standing members of the Committee have the power to pass general outlines on national policy and administration, with the office of Supreme Executive Commissioner formally exercising this power on behalf of the Committee. These outlines are binding on all organs of national authority they effect and generally exist to prevent individual Committee members exercising their own powers of national ordinance in a way that contradicts the authority of the government. Unlike the National People's Assembly however, the Committee reaches it's decisions through general consensus rather than a majority vote.

Membership

Almost all standing members of the People's National Executive Committee are Executive Commissioners - government ministers who have been appointed to head a Commission that deals with a specific subject matter. Every Commissioner has the power to declare national ordinances (legally binding policies) regarding their subject matter provided no legislative reform is required to enforce the order, and Commissioners are given a great deal of freedom in drawing up new policies and initiatives. All Commissioners are appointed by the Supreme People's Commissioner with the exception of the Premier of the National People's Assembly, who is a member by default and holds no powers of national ordinance. Commissioners are not in line to succeed the Supreme Executive Commissioner.
