Otaliana is an intergalactic micronation located on a small black stone on Earth and the exoplanet Gliese 357d, located 31-light years away. The nation is ruled by their sovereign head of state, King Nicolo I, alongside his brothers, Duke Major Giuseppe Alessandro and Duke Minor Paolo Stefano I. Otaliana is a constitutional monarchy.

According to sources, Otaliana currently has over 50 citizens worldwide and continues growing. The nation is known for its strong inclusiveness, allowing all citizens to participate and become citizens, regardless of age, gender, religious affiliation, or sexual orientation. King Nicolo I wanted to create a proud nation where individuals can speak freely and peacefully, a land of positivity, freedom, and self-expression. A nation solidified through acceptance and compassion. Thus he looked to the stars and created the nation of Otaliana!

Here, King Nicolo I created laws and rights for all of his citizens to enjoy. A whole planet dedicated to freedom and equality for all! He then declared himself King of Otaliana, overlooking his glorious people and land. Although it is a micronation, it is still a wonderful nation to be part of, one where it welcomes all citizens, regardless of their differences. The sovereign nation is known for its unique culture, which closely resembles retrofuturism.

Etymology

The name "Otaliana" derives from "Italia", the country where King Nicolo I's ancestors are from. The king was inspired by its spelling and created his own spin on the word, thus creating a new name for a new nation.

History

King Nicolo I has reigned the glorious nation of Otaliana since December 12, 2020. On April 12th, 1998, he was born in the United States on Earth, located in the Milky Way Galaxy. Before our respectful and gracious king, because the sovereign ruler of Otaliana, he was an ordinary commoner fraught with Earth's constant injustice and inequality. He sought change for a more just society. He attempted to change Earth for the better by promoting racial, gender, and societal harmony, akin to egalitarian values. He amassed a large group of followers who also believed in equality. However, those in power on Earth felt threatened by the young Nicolo and his followers and demanded he stop. They believed that they would lose their power and control over humankind on Earth if everyone saw themselves as equal. On Earth, people were pitted against each other in societal hierarchies for arbitrary characteristics. Nicolo thought this was wrong, but those in power believed that the insecurities derived from the hierarchy allowed them more control over humankind and industry.

Finally, having enough of Nicolo, Earth's leaders imprisoned him in a maximum prison called Guantanamo Bay on an island on Earth called Cuba. It was there in prison on that island that he learned more about egalitarian societies and space. In particular, he read about planet Gliese 357d, which was far away in another galaxy. He believed that if he could escape, he could establish a free and equal society. So, equipped with a stolen ray gun he retrieved from a prison guard, our king broke out of the prison, stole a rocket from the Cuban base, and flew 31 light-years away to the Hydra Constellation Galaxy. Some say he travels among the stars, still spreading his peace, liberty, and equality teachings. Others say he hides on Earth, among the citizens of Earth, quietly fighting for equality.

On December 12, 2020, King Nicolo I claimed a simple stone as the first official territory of Otaliana! It is a small yet mighty nation...at least on Earth, it is! Otaliana is approximately 2 inches long and weighs only 10 ounces! The glorious land is made of fine black stone and is smooth and cool to the touch. It was first given to King Nicolo I by a close family relative to remember his cousin who died very young. Underneath the stone is his cousin's name written in golden ink. The stone has always remained in our King's safekeeping, reminding him to always be strong even at the worst of times. Today, it is now used as the official territory of Otaliana. The King dedicates his land in memory of his cousin's passing, often telling his people to be strong as well. Despite Otaliana's small stature, it is a strong nation with the happiest citizens in the world!

On May 25, 2021, King Nicolo I looked upon the endless ocean of stars and claimed the exoplanet Gliese 357d as the official new territory of Otaliana! He decided to claim an entire planet to expand the greatness and power of his mighty nation. Our majestic king believes that new frontiers and opportunities will be as endless as the stars above us with this new territory! The planet is known as a Super-Earth, meaning that it is larger than Earth but has temperatures that are survivable for humans! It is only 31-light years from our Solar System! King Nicolo I of Otaliana is the founder and sovereign ruler of the great nation of Otaliana. King Nicolo I has reigned the glorious nation of Otaliana since December 12, 2020. On April 12, 1998, he was born in the United States on Earth, located in the Milky Way Galaxy. King Nicolo I is fond of civil rights, politics, and his glorious nation! He loves to read, write, perform in the theatre, and debate politics with friends and family. The King loves to cook and bake for his friends and family and share fun facts about history, world theology, and astronomy! Since his early days of education, our emperor has been a strong advocate for equality, tolerance, and respect. He is always willing to be a leader and stand against those who refuse to treat everyone equally. He stands firm by the Golden Rule: "Treat others the way you want to be treated." Although King Nicolo I is a proud Christian, he respects all faiths and walks of life. He is also known for his humanitarian and civil rights activism supporting disenfranchised groups and welcoming all citizens despite their race, sexual orientation, gender, age and religious affiliation. He has actively worked with numerous civil rights organizations to help combat other oppressive organizations.

Prince Giuseppe Alessandro, Duke Major of Otaliana

Prince Giuseppe Alessandro, Duke Major of Otaliana was born on September 10, 2000, in the United States. He is the second child of the Otalianite reign, lovingly known as the royal family's beloved "middle child." He is fond of business and finance but loves to dabble in the arts. He is known throughout Otaliana as an incredible musician, often brandishing his piano and guitar skills. He is also known to be an avid video game player. He is known for his quiet and humble demeanor with a strong work ethic and perfectionist values, making him a capable future ruler for our great nation. He is currently enrolled in an American university, excelling in his studies in business and finance. He is one of Otaliana's most versatile leaders. He is currently the Minister of the Otalianite Office of Banking and Finance and the Grand Advisor for the King. Otaliana is proud to have him control the banking and finances and guiding the King in times of trouble, ensuring prosperity and wealth for its people!

Prince Paolo Stefano, Duke Minor of Otaliana

Prince Paolo Stefano, Duke Minor of Otaliana, was born on June 29, 2005, in the United States. He is the youngest child of the Otalianite reign. He is fond of sports and video games. Throughout Otaliana, he is a star athlete, playing sports such as baseball, soccer, volleyball, basketball, and track and field. He is known for his athleticism, firm attitude, yet kind and fair demeanor. He is currently enrolled in an American high school excelling in math, science, and physical education. He is also the current Minister of Education. He believes that all students of Otaliana should have the ability to study whatever subject they wish, particularly subjects that will aid them in their future careers. He is also a strong advocate for fairness and physical activity for Otaliana. He believes in healthy minds and healthy hearts for the great nation of Otaliana!

Otalianite Registry

The Otalianite Registry is the office where you must register to become an official Otalianite citizen.

University of Otaliana

The University of Otaliana is our glorious country's university where all our citizens have the free right to education. Education is free in Otaliana and students are more than welcome to enroll. Every citizen is required to take at least one course in Racial and Ethnic Relations, two courses on mental health and psychology, as well as a course on Otaliana and World History.  

Otalianite War Office

The Otalianite War Office is the office where our glorious nation strategizes war and protects our glorious country. Luckily, the great nation of Otaliana has never entered or waged war against another country. Otaliana is a nation of peace and prosperity, not war and violence. King Nicolo I is the current general of the Otalianite War Office, alongside his brothers Prince Giuseppe Alessandro and Prince Paolo Stefano who also act as generals for Otaliana.

Otalianite Office of Art

The Otalianite Office of Art is the office where the great nation of Otaliana holds and protects art in all forms from paintings to the performing arts. The office is also in charge of marketing and advertising for the great nation of Otaliana.

Otalianite Educational Center

The Otalianite Educational Center is the office where they ensure that all the citizens of Otaliana are receiving fair and free education. It is also responsible for peer-reviewing speeches and press released to the public and broadcasting the news for all Otalianite citizens. It is meant to ensure that fact is being released to the public. Prince Paolo Stefano is currently the Minister of Education for Otaliana.

Otalianite Post Office

The Otalianite Post Office is the office where all mail is exchanged and given to the great citizens of Otaliana. The office also provides  50 grocery tokens per week for all citizens to be used for groceries and food.

Otalianite Office of Food, Employment and Infrastructure

The Otalianite Office of Food, Employment, and Infrastructure is in charge of food, employment, and housing for all the citizens of Otaliana. They are meant to ensure that all citizens have the basic amenities of food, housing, and employment because it is their right to possess all these goods.

Otalianite Hall of Justice

The Otalianite Hall of Justice is the court building where the King acts as judge and jury in defense with the Otalianian State Prosecutor. Criminally charged citizens are guilty until proven innocent.

Because of the COVID-19 pandemic, trials will be held on Zoom, until further improvements from the global pandemic.

Otalianite Health Center

The Otalianite Health Center is where all citizens of Otaliana can gain medical assistance and advice. They are to be ensured that their health is at the utmost priority. The office has been successful in its response to the recent COVID-19 outbreak. The current Minister of Health in Otaliana is Minister Fabio Leopold.

Otalianite State Pavilion

The Otalianite State Pavilion is the center where the King must listen to all the criticisms and requests of all his citizens, which is broadcasted live on all media platforms in Otaliana. This will take place every Monday.

Otalianite Ministry of Foreign Affairs

The Otalianite Foreign Ministry is the office where diplomacy with other countries is made.   The office ensures peace between the citizens of Otaliana and other international states. The great nation of Otaliana welcomes peaceful relations with any nation as long as they respect our laws and customs. Minister Sydney Anne is the current Minister of Foreign Affairs for Otaliana.

Otalianite Ministry of Banking & Finance

The Otalianite Ministry of Banking and Finance is the office where all of Otaliana's banking and finance is held.  The office ensures the safety of all finances for the citizens of Otaliana. Prince Giuseppe Alessandro acts as the Minister of Banking and Finance for Otaliana.

Rights of the People

Amendment #1

Any person, regardless of age, race, gender, religious identity, or sexual orientation, is welcome to be a citizen in the great nation of Otaliana.

• Every citizen must register in the Otalianite Registry to record their citizenship to have their rights and liberties protected by our glorious nation.
• Those who wish to disagree with our principles based on age, race, gender, or sexual orientation, do not have to be a member of our free nation.
• The nation of Otaliana is permitted to bar citizenship from those who exhibit toxic masculinity, racism, homophobia, and ageism. This proud nation protects the rights and liberties of all citizens regardless of their differences.
• Existing citizens who display sexism, racism, homophobia, or ageism will ultimately be removed from their citizenship, for it is a violation of our glorious constitution.
• Otalianite citizens who wish to reside on the planet will be considered "Offworlders," while those who wish to remain on Earth as Otalianite citizens will be considered "Homeworlders."
• Those who wish to become a citizen of Otaliana have the option of switching their territorial citizenship whenever they please, as long as they update their status in the Otalianite Registry.

Amendment #2

Every Otalianite citizen is entitled to the right to food, housing, education, and employment.

• Every citizen is free to enlist in the state university of Otaliana. The university is free to every citizen. No payment or fee is required because education is a right, not a privilege.
• Every citizen is required to take at least one course in Racial and Ethnic Relations, two courses on mental health and psychology, and a course on Otaliana and World History.
• Every citizen is entitled to own enough land to fit their needs. They can purchase land directly from the Otalianite government building and reserve a portion of land. The Otalianite government will provide all materials needed to build a home to one's comfort.
• Every citizen is entitled to have food because it is a right, not a privilege. Citizens will be given 50 grocery tokens through the Otalianite Postal Service per week, cashed in at the state grocery market.
• Every citizen is entitled to employment because citizens have the right to support themselves and their families. It is a citizen’s duty to help build and maintain the glory and infrastructure of Otaliana.

Amendment #3

Every citizen is entitled to the freedom of speech and press.

• Every citizen is entitled to share or publish any word of information. However, it is meant to be peer-reviewed by the Otalianite Educational Center if it is for educational purposes. The state center helps all citizens with their educational needs in any subject.
• The Otalianite Educational Center shall broadcast news that is factual and forbidden to strike fear into the hearts of its citizens. It is meant to educate citizens on the daily happenings of the nation every day. Fake news is not permitted. We are a nation of truth and dignity.
• Every citizen is entitled to publish opinions about our government and politics. Every citizen is entitled to an opinion because every voice matters, and every voice counts.
• Criticism from the people of Otaliana is to be always taken into consideration. They are meant to be shared in front of the Otalianite King in the Otalianite State Pavilion, broadcasted live on all media platforms in Otaliana. This will take place every Monday.
• The Otalianite state newspaper is available for free for every citizen.
• Sidewalks and streets are public forums.

Amendment #4

Every citizen is entitled to the right to privacy.

• Every citizen is entitled to not have any government affiliation in their home. Our government will search no citizen unreasonably. If a search is needed, police or military personnel must obtain a warrant.
• Any policing personnel or individual that enters a home without a warrant or permission. Our proud government will remove their citizenship immediately.
• Every citizen has the right to marry. Individuals can marry whomever they please regardless of gender, race, age, religious affiliation, or sexual orientation.
• Any form of relationship is acceptable if they do not entangle the Otalianite government.

Amendment #5

Every citizen is entitled to the right to a fair trial.

• In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the state wherein the wrongdoer shall have committed the crime, which the state shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him, her and them; to have compulsory process for obtaining witnesses in his, her, or their favor, and to have the assistance of counsel for his, her or their defense.
• The Otalianite King shall be the judge and determining final factor in a trial.
• Criminally charged citizens are guilty until proven innocent
• The Otalianite State Prosecutor will represent our country if anyone wishes to have legal proceedings against the Crown.

Amendment #6

Any refugee or indigenous individual from any country or planet is welcome to the great nation of Otaliana.

• All refugees who wish to have citizenship must register in the Otalianite Registry to become legal citizens.
• The government will provide food, housing, education, and employment.
• Citizens are encouraged to help all refugees but are not required.
• Land of any indigenous individual is not to be taken or whatsoever. It is their land and their home and should therefore be respected. To rob them of their homes and culture is irreconcilable to the highest order.

Amendment #7

Every citizen is entitled to any right and liberty, written or unwritten.

• The Constitution is a living document, but it is not concrete. The King and his people can edit the Constitution under the approval of both the people and the King.

Rights of the King

Amendment #1

The King has an obligation to ensure the safety and livelihood of all citizens and non-citizens. Every citizen and noncitizen should be of high importance.

Amendment #2

The King is entitled to be the judge and jury of every fair trial. The King must not implement political or religious ideology when deciding the fate of the accused citizen. Instead, the King must judge based on [his] moral compass.

Amendment #3

The King must attend every meeting at the Otalianite State Pavilion and hear all criticisms and requests given by the citizens.

• The Otalianite Office of Art will broadcast the King's words to the nation's entirety through all media platforms.

Amendment #4

The King has the power to appoint any government position, including the Otalianite State Prosecutor, General, and future King in the line of succession.

Amendment #5

The King is entitled to approve the police and military's discharge to apprehend a violent individual.

• If the police or military fail to gain the King's approval, they must use peaceful means to restrain the violent assailant.

Amendment #6

The King must always make war a last resort; peaceful negotiations must always be the first priority.

Amendment #7

The King is encouraged to engage in international diplomacy with other countries, regardless of size.

• Peaceful priorities are the first priority.

Amendment #8

The King has all the rights and liberties citizens are entitled to.

Amendment #9

The King can edit the Constitution but must have the mutual approval of the people.

The King is entitled to remove the citizenship of any citizen if they fail to adhere to any law of the Otalianite Constitution.

Whenever the King is unwell or absent, he has the ability to allow his Grand Advisor to act as the King by proxy through the words and guidance of His Majesty. He or she will make decisions under the king's name.

Amendment #12

The King has the right to abdicate from the throne and pass the Crown to his rightful heir or closest blood relative.

• If the King has no rightful heir nor the closest blood relative, the Crown will be given to the Grand Advisor of Otaliana.

One could say that Otaliana's culture is similar to a 1950s-1960s retro-futuristic space culture. The otalephant, Otaliana's national animal

Pink Sandboarding is a common yet exhilarating sport practiced in Otaliana that consists of individuals taking boards similar to Earth's snowboards and sliding them down complicated obstacle courses. The sand-boarder must grab as many flags as possible before the rider reaches the bottom of the pink dune. Pink Sandboarding is a common practice found in the lovely island of Lusia Isla and the Venetian Desert!

Giant Moon Squid Fishing

Giant Moon Squid Fishing is a dangerous and popular activity practiced by Otalianites that allows individuals to travel on moon ships and fish for the terrifying and ferocious Giant Moon Squid! Giant Moon Squids are an alien species of squid that are found in the vast oceans of Otaliana. They are known to be similar to Earth's squid. However, they are pearly white, can grow to be 1,000 feet long, and are extremely aggressive towards all living organisms. Despite their aggressive behavior, Otalianites enjoy the dangerous thrill of capturing these gargantuan monsters. In addition, Otalianites are known to make an incredibly delicious Moon Calamari out of their meat! Delicious!

Otalephant Riding

Otalephant Riding is a fun and thrilling activity that has been at practice since the very beginnings of our proud nation. It is not unusual for Otalianites to be seen riding these majestic creatures. Otalephants are an alien species of elephants similar to Earth's elephants but are only six feet tall! These creatures are amiable, gentle, and easy to tame! Like Earth's ranches, Otalianites possess vast land sets and allow otalephants to roam free across its icy plains, allowing them to graze and eat its gray grassy fields. However, poaching their tusks is illegal and will result in immediate deportation.

National Animal

The Otalephants are an alien species of elephants similar to Earth's elephants but are only six feet tall! These creatures are amiable, gentle, and easy to tame! Like Earth's ranches, Otalianites possess vast land sets and allow otalephants to roam free across its icy plains, allowing them to graze and eat its gray grassy fields.

National Bird

The Great Horned Owl is a species of bird found on Earth. They are known to be the greatest nocturnal birds of prey, eating mice, moths, and bats. They are known for the distinguished horned features and long wingspan. They are seen as a symbol of wisdom for the great nation of Otaliana.

National Flower

The Daffodil is an Earth plant that is known for its yellow or white flowers with petals that form a trumpet-shaped tube. They are seen as a symbol of friendship and unity for the nation of Otaliana.

Architecture

Architecture in Otaliana is unique from Earth's. Because Otaliana is a retrofuturistic society, architecture is immaculate, crisp, and modern. Otalianite architecture greatly embraces the ideas of postmodernism, escaping from conformity and past ideals while emerging into individualism and progressive creativity. The colors, like our country, are bold and vibrant.  Asymmetry is an important element of Otalianite architecture. Otalianite architects love to play around with lines and shapes, specifically by exaggerated walls and other elements. The architecture may be alien but it is magnificent!

Music

Otalianite music is much like Earth's music. However, it has its own interstellar spin! Otalianites primarily prefer to listen to techno swing - a blend between techno music and swing, jazztronica - jazz and electronic music, and classical cosmo - a blend between classical music and cosmic ambiance music. In addition, Otalianites love to listen to the works of Hans Zimmer, Nikki Minaj, Lady Gaga, and John Williams.

In Otaliana, the people are known for their insightful, scholarly attitudes. Otalianites are known to be proficient writers, thanks to the various authors that inspired the great nation of Otaliana. The genres of science fiction, history, and philosophy are popular within the Otalianite communities. The works of Karl Marx, J.R.R. Tolkien, H.G. Wells, C.S. Lewis, Malcolm X, Ray Bradbury, George Orwell and James Gurney. Otalianite literature consists of imagination, non-conformity and individualism. Territory

Homeworld Territory

On December 12, 2020, King Nicolo I claimed a simple stone as the first official territory of Otaliana. The territory is approximately 2 inches long and weighs only 10 ounces. The glorious land is made of fine black stone and is smooth and cool to the touch. It was first given to King Nicolo I by a close family relative to remember his cousin who died very young. Underneath the stone is his cousin's name written in golden ink. The stone has always remained in our King's safekeeping, reminding him to always be strong even at the worst of times. Today, it is now used as the official territory of Otaliana. The King dedicates his land in memory of his cousin's passing, often telling his people to be strong as well. Despite Otaliana's small stature, it is a strong nation with the happiest citizens in the world.

Offworld Territory

On May 25, 2021, King Nicolo I looked upon the endless ocean of stars and claimed the exoplanet Gliese 357d as the official new territory of Otaliana. He decided to claim an entire planet to expand the greatness and power of his mighty nation. He believed that new frontiers and opportunities will be as endless as the stars above with this new territory. The planet is known as a Super-Earth, meaning that it is larger than Earth but has temperatures that are survivable for humans. It is only 31-light years from the Solar System. With our progressive nation, we can have the capability of beginning a bright, new nation for this young untouched territory.  The nation's capital, Lusia Grande, resides here.

The gorgeous gargantuan planet features many exotic landscapes and sites. Our Offworld Territory features pink sandy beaches, baby blue oceans, precious plains of Otalonite, gorgeous, breathtaking mountains that touch the wispy clouds, and the blooming nation capital of Lusia Grande.

Otalianite citizens who wish to reside on the planet will be considered "Offworlders," while those who wish to remain on Earth as Otalianite citizens will be considered "Homeworlders." Those who wish to become a citizen of Otaliana have the option of switching their territorial citizenship whenever they please, as long as they update their status in the Otalianite Registry.

By the order of the King

The great nation of Otaliana recognizes the existence of COVID-19 and encourages that the citizens of Otaliana follow the Centers for Disease Control and Prevention's (CDC) precautions and guidelines to combat COVID-19. We trust the millions of scientists and health caseworkers on the frontlines, helping millions of lives combat this atrocious disease.

However, in the great nation of Otaliana, it is required by law to:

• be vaccinated for COVID-19
• wear a mask at all times whenever you are exiting your home - in indoor and outdoor public facilities
• maintain 6 feet of social distancing amongst strangers or individuals who do not live in the same household as you
• avoid crowds and poorly ventilated spaces
• wash your hands often

On behalf of the King, we thank all the citizens of Otaliana for following and maintaining the prosperity and health of our great nation. The future of the world's health is in our hands, and it is only us to help our fellow nations bring the world back together! We give special thanks to all healthcare and essential workers for their hard work throughout this horrible pandemic. The great nation of Otaliana thanks you for all your duties and services.
