History

Early History

Coron began primarily in the 2010s as a completely fictional nation that was purely for use in games. It slowly evolved from this into an idea for a viable and true micronation. The framers of the constitution were looking at three keys: democratic government, strong economics, and a dynamic judiciary. The ORC Constitution was designed to grab from the modern democratic model and build upon it. The framers of the constitution were composed primarily of Khardoni-expats that were enraged with the lack of true framework and economic security, and set out to build a stronger and more malleable set of regulations and rules to live by.

2021

On March 4, 2021, the ORC officially initiated the process of declaring independence from the United States. On March 5, the first edition of the CORC (Constitution of the Old Republic of Coron) was ratified and officially organized the rule of law and order in the nation. The CORC resembles the US Constitution but focuses more on equality and consistence of future policy. The CORC is less detailed but still sets strict boundaries for government. The CORC has no provisions regarding the usage of weapons. Same-sex marriage was made legal within the CORC initially and marriage was defined as a civil union under the law (with no oversight from a deity). The CORC by default protects marriage for all people and enforces equality while still holding the freedoms of speech and opinion in high regard. It is speculated that drug policy will likely be progressive considering the "body right" in the Bill of Rights and the generally progressive nature of the nation's politics..

On that same day, the First Edition of the ORC Federal Penal Code was ratified by the nation's first congressional body. The new legal code would go into effect on March 10, 2021. The ratification of this bill created a two court system of the judiciary. The new courts were: the ORC Civil and ORC Criminal Courts. On July 4, 2021 the Coroni National Standards Act was passed by the congress and created two institutions: the Coroni National Standards Administration (CNSA), and the Intermicronational Standards Organization (IMSO). Both of which work in tandem to facilitate technological, communications, and trade standards domestically and abroad. This act was the largest of a string of acts that were signed in the month of July in order to establish a basic legal framework for the fledging micronation. The precursors of an economy were also heavily in talks and congress ended on a stalemate in multiple talks early in the month.

On August 1, the people of Plym Del Norte voted in the 2nd Congressional Body of the ORC. On the 10th of that month, the newly elected body voted to amend the penal code in favor of new anti-corruption measures. The amendment was known as FCA-1, and it added a few sections to the code involving judicial review. By late September of that year, the nation had already seen an affiliate startup launch its first foreign (by ORC standards) product.

Culture

The general culture of the ORC can best be described as Yankee/American. The nation takes on mostly American values and doesn't constitutionally stray too far from the core values of the U.S. Constitution. The main spoken and official language of the ORC is English. The vast majority of the population are liberal and current demographic information suggests that this trend will persist for some time. People in the nation enjoy similar commodities and rights to their neighbors in the U.S. and often visit the neighboring behemoth to enjoy its many economic opportunities.

Economy

The Congress of the ORC has plans to meet before December 2021 to discuss the matters of national economy. It is likely that a form of currency could be issued around this time. Outside of this, the nation is home to Incrypt Inc. which is an up-coming micronational cyber-firm that specializes in software creation. The Coroni National Standards Agency will begin to oversee the creation and application of trade and technological standards awaiting the arrival of a national currency. As of the signing of CBOA (the Coroni Business and Organizations Act), the ORC has a very simple distinction for the types of business that may be conducted within the nation. Those fall under limited liability companies and corporations. In the future the congress intends to meet to discuss creating legislation that requires anyone intending to operate one of these entities within the nation to register their business and report their income annually in preparation for a tax system. The system though has been fiercely debated about amongst the congress, and the last three attempts to create a tax or currency system have fallen short do to an inability to agree on exactly how to institute said system. The current leading ideas fall between: creating a virtual economic system that can have built in taxes and foreign micro-exchange rates, and creating a paper currency system and applying a more traditional system of tax. There are even a few members in the congress arguing against taxes entirely. It is expected that this will take some time. On December 13, 2021 the Congress of the ORC voted to push back any meetings regarding fiscal or economic policy until late 2022 at least.

Foreign Affairs

To date the ORC has not been involved in any wars or conflicts, and has no micronational, or macronational allies. The ORC is the founding member of IMSO, and is a full-member of the organization. The organization is dedicated to providing reliable micronational tech, business, and trade standards. The IMSO's World HQ is located in Plym del Norte. On August 15, 2021, it was leaked to the press by an anonymous source that the current Princitizen is strictly opposed to joining the micronational organization GUM, as the leader has grievances with the leader of GUM (Anthony R. Clark).

Armed Forces

On March 5, 2021, the ratification of the CORC allowed the Congress of the ORC to officially establish the Coroni Armed Forces (CAF). The only true branch established on that day was the Coroni Space Expansion Force (CSEF), which currently has the goal of launching a small-solid fuel rocket up to 2500 feet planned for 2024. On June 19, 2021, the first congressional body of the ORC signed the "Cybermilitary Unification Act", which established a second branch of the Coroni Armed Forces. Said branch was initially known as the Coroni Cyberintelligence Initiative (CCI), but was later renamed the Coroni Paracyber Branch (CPB). Whose main goal is to establish a networked intelligence system for the ORC that aggregates strategic information about rival nations and regimes.

Under this act the act of committing a cyber-attack within or from abroad was established as a criminal infringement upon and individual, and an "overt act of war". On the same day, the Congress ratified the first iteration of the Coroni Military Code (CMC), which vested military power in the hands of the CAF. It also created the official rank-in-file system for both the CSEF and the CPB. It includes both a penal code, and a code against discrimination from superior officers. As of July, 2021, the CAF has entered into an exclusive contract with Incrypt Inc. (a domestic pre-corporate entity within the nation) to develop basic software on behalf of the military. The intent of which is to easily establish and connect service-members to one another over a simple cyber-communication network for command, and information relay. On the 6th of July, congress signed in the Coroni Military Honors Act v1 (CMHAv1) which establishes official military honors and creates a simple system of traditional cultural titles to be held outside of conscripted-rank.

On July 23, 2021, the CAF announced the first ever recruitment drive and embraced the entrance of new citizens to the nation.

Government

The official government of the ORC is a Constitutional Republic. The government operates under three primary branches: the Congress (legislative), the Judiciary (judicial), and the Office of the Princitizen (executive). The government structure of the nation draws heavy influence from western nations such as the U.S. and Great Britain, and is designed individual freedom as the backbone of a prosperous society.

the Congress

The Congress is the main legislative body in the land and has the power to draft and pass laws. They may also impeach the Princitizen and centralized and regulate the national economy. It is the Congress' job to create and fund a standing military, while delegating services to the office of the Princitizen for efficiency of management.

the Judiciary

The Judiciary's job is to judge laws on their constitutional and humanistic merit. They may freeze and overturn laws. Judges may also oversee and decide on criminal proceedings with the help of a grand jury. Judges and Courts may also oversee civil and financial litigation both publicly and privately. In accordance with judicial standards, judges may not, however discuss with other judges, prosecutors, or lawyers regarding a case except for in a court, to prevent general corruption in smaller communities.

the Office of the Princitizen

The Office of the Princitizen is the main executive body in the ORC. They may pass or veto laws, command the military, and declare war. They may oversee local, state, and national law enforcement. They may declare national emergencies and with the help of congress, martial law. The government is split into state and local variations as well but as of now there are no distinguishable state laws or established jurisdictions. The current established jurisdiction is all federal as of now. Currently the acting Princitizen is Axyna. That is until the nation establishes election law and cycles. ORC has also developed a penal and court system for effective enforcement of laws and regulations within the nation.

Geography

The ORC is a small and relatively homogenous nation that has roughly 0.78 km^2 of claimed territory that surrounds a 0.01 km^2 area of established statehood (wherein ORC laws fully and strictly apply). Said area of established statehood is known as "Plym del Norte". It also serves as the national seat of government, and is the established capitol of the Republic. Some notable locations within Plym del Norte, are: the Great North, Clay Crevice, the ORC Govt HQ, and Plym del Sorte.
