General elections were held in Vishwamitra in three phases from 13 to 20 November 2021 to elect the members of the 14th Lok Sabha. Votes were counted and the result was declared on 21 November.

The National People's Congress won 85% of the total seats, the highest seat share by a political party since the December 2016 general election, and won 17 seats, further increasing its substantial majority. The newly-created Green Socialist Party won 2 seats, winning the required 10% of the seats needed to claim the post of Leader of Opposition replacing the Whig Party as the principal opposition.

Electoral system

All 20 elected MPs are elected from single-member constituencies using first-past-the-post voting. Voters must be full Vishwamitran citizens, an ordinary resident of the polling area of the constituency and registered to vote (name included in the electoral rolls), possess a valid citizens ID code issued by the Department of Citizenship or an equivalent.

The elections are held on schedule and as per the Constitution of Vishwamitra that mandates parliamentary elections once every year.

Election schedule

The election schedule was announced by Election Commission (ECV) on 28 September 2021 and the model code of conduct came to force with the notification coming into effect on 21 October 2021. Subsequently, the Rashtradhyaksh approved the dissolution of the 13th Lok Sabha and appointed Phillip Joseph Pillin as the caretaker prime minister to serve during the election period.

Rescheduled voting, cancellations

  • Election to 4-Boragaon parliamentary constituency of Purvanchal to which election was scheduled on 19 November 2021 was cancelled due to no candidate filling nominations. The election to fill the vacancy was held on 29 November 2021.

Campaign

Intense campaigning for the election began in October 2021 with the contesting political parties putting a lot of effort to win the support of the people. Among the most active campaigners included Farhaz Hazarika, Jayden Dagsa, Rory Leonard of the National People's Congress; while David Brooke and Su Yi-An of the Green Socialist Party.

Parties and candidates

The National People's Congress (NPC) and the Green Socialist Party (GSP) were the two parties which contested the election. The NPC which was the ruling party prior to the election contest 19 of the 20 seats while the GSP contested on two seats.

Results

Candidates were unopposed elected from several constituencies upon the scrutiny of the nominations. Upon the scrutiny, 11 candidates of the National People's Congress were declared elect on 31 October 2021 and 4 candidates of the same party on 3 November 2021. Election to the Basistha Rural constituency was held on 13 November 2021, and to Dhirenpara, National List and Chandril constituencies on 20 November 2021. There was no necessity for an election on 19 November 2021.

The NPC contested from five of the six seats of the state of Purvanchal and was able to win all the seats unopposed. All five elected MPs from Purvanchal went on to serve as ministers of the government.

The GSP contested from two seats of Kamrupa - National List and Chandril and was only able to win from National List. David Brooke, the winning candidate of GSP then served as the leader of the opposition.

Government formation

The Rashtradhyaksh Varuna Sriraya accepted the resignation of caretaker prime minister Phillip Joseph Pillin and that of his council of ministers soon after the results of the election were announced. Moments later, he spoke to the President of the National People's Congress and former prime minister Farhaz Hazarika and received support letters from other NPC officials Jayden Dagsa and Rory Leonard confirming that Hazarika has been chosen to become the party's prime ministerial candidate.

Thereupon, the Rashtradhyaksh formally invited Farhaz Hazarika to form the government in his name and appointed him as prime minister on 21 November 2021. On the advice of the newly-appointed prime minister Farhaz Hazarika, the Rashtradhyaksh appointed Princess Anoushkaa, a former prime minister, as the deputy prime minister while Michal Nowacki was named as the senior minister. Among the cabinet ministers appointed were Ested Vlasyn, Charles Burgardt, Rory Leonard, and Jayden Dagsa. Newly-appointed members of parliament Arturo Lara, Tyler Mullins, and W. Pranit Singh were appointed as ministers of state.

Subsequent by-elections

Several MPs who won during the general election chose to resign from their respective seats under various circumstances. The first elected MP of the 14th Lok Sabha was Prime Minister Farhaz Hazarika who was elected from two seats - Rashtra Niwas (of Purvanchal) and Basistha City (of Basistha) vacated the Basistha City and retained his Rashtra Niwas seat. William Cooper who was elected in a by-election from the Basistha City constituency as an NPC candidate was expelled after he joined the SDP. On 24 August 2022 in a historic ruling of the Supreme Court, Brikshasthana MP Thomas Jacobs was expelled as a member of the parliament thereby becoming the first-ever sitting MP to be removed in a court ruling.
