Municipalities serve as the second-level divisions of the Common Union of Easway and are contained within the nation's three commonwealths and one common realm. They are formed by their respective federated commonwealth or common realm assembly and serve as cultural, geographic and linguistic distinctions. Each municipality is led by a municipal council, headed by a Marquis, and contain at least two prefectural seats, which make up the municipalities deputy councillors. In the Svalbard Isles common realm, the prefectural seats simultaneously serve as the seats of the United Common Assembly.
