The Multnomah People's Council (or MPC) is the official legislature of the Multnomah People's Commune. It was created in August 2019 as the Portlandian Supreme Soviet. After the gradual decline of Cascadia and Portlandia, the Multnomah People's Commune was established and the Multnomah People's Council met for the first time on January 4, 2022.

History

The Council was established following the collapse of the Portlandian Pagan People's Republic and the establishment of the Multnomah People's Commune. Its roots, however, trace back to the beginning of the Portlandian polity that existed under the Cascadian micronational project (2019-2021). At the time, it was known as the Supreme Soviet before later becoming the People's Coven. When Portlandia was renamed to the Multnomah People's Commune in July 2021, it took on the name of the People's Freedom Assembly. After the fall of Cascadia, the government fell and Multnomah laid de facto inactive until December. The People's Council became the legal successor with the official declaration of Multnomah's independence on December 24. The MPC met for the first time on January 4, 2022.

Structure

The MPC is a unicameral legislature in which the power to draft and pass legislation rests solely in the hands of its members, who constitute the population of Multnomah. Multnomah is a direct participatory democracy, meaning that all eligible voters may come to voice their opinions, make and enact policy, and guide the activity of the Commune. The People's Council has the power to elect who serves as their Facilitator, a de facto head of government, though the MPC is also the collective head of state as the Multnomah People's Commune is collectively governed de jure. All legislation passed by the People's Council must have a 50% or larger majority.
