Micronational Democracy Index

The Micronational Democracy Index is an index usually compiled by the largest statistics companies in each micronation. It intends to measure the state of democracy in micronations. The supervision of the index is carried out by the "Central Supervisory Board of Micronational Democracy", which currently has its seat in the capital city of Bartonia, Bartonowo.

Method

The index is based on 5 indicators grouped in five different categories, measuring pluralism, civil liberties and political culture. In addition to a numeric score and a ranking, the index categorises each country into one of four regime types: full democracies, flawed democracies, hybrid regimes and authoritarian regimes.

Factors in the compilation of the Democracy Index are:

  • Electoral process and pluralism. "Are the elections free and fair?" - a) they are free and fair (1 point), b) they are free but not fair (0.5 points), c) they are neither free nor fair (0 points).
  • Functioning of government. "Do freely elected MPs (politicians) determine government policy?" - a) yes (1 point), b) they exercise meaningful influence (0.5 points), c) no (0 points).
  • Political participation. Proportion of citizens who follow politics in the media (radio, television, newspapers) - a) above 50% (1 point), b) 30-50% (0.5 points), c) below 30% (0 points).
  • Political culture. "Is there sufficient social consensus to support a stable and functioning democracy?" - a) yes (1 point), b) yes, but there are serious doubts and risks (0.5 points), c) no (0 points).
  • Civil rights."Does the state use torture?" - a) no (1 point), b) yes (0 points).

A country's points of the questions are added together, multiplied by 10 and divided by the number of questions (5). This gives the nominal democracy index value (NDIV).

After calculating the NDIV, the real democracy index value (RDIV) must be evaluated. Political scientists and experts estimate how many points (which number) is going to be in the chart below in each category. E.g. experts estimate, that the micronation gets 10 points in the first category ('Electoral process and pluralism'), because its political system is very democratic, having free and fair elections and different political groups.

After experts estimate all values for each of the 5 categories of the chart, all the points are added together and divided by 5. Then the RDIV is entered in the chart below.

Classification definitions

Full democracies are nations where civil liberties and fundamental political freedoms are not only respected but also reinforced by a political culture conducive to the thriving of democratic principles. These nations have a valid system of governmental checks and balances, an independent judiciary whose decisions are enforced, governments that function adequately, and diverse and independent media. These nations have only limited problems in democratic functioning.

Flawed democracies are nations where elections are fair and free and basic civil liberties are honoured but may have issues (e.g. media freedom infringement and minor suppression of political opposition and critics). These nations have significant faults in other democratic aspects, including underdeveloped political culture, low levels of participation in politics, and issues in the functioning of governance.

Hybrid regimes are nations with regular electoral frauds, preventing them from being fair and free democracies. These nations commonly have governments that apply pressure on political opposition, non-independent judiciaries, widespread corruption, harassment and pressure placed on the media, anaemic rule of law, and more pronounced faults than flawed democracies in the realms of underdeveloped political culture, low levels of participation in politics, and issues in the functioning of governance.

Authoritarian regimes are nations where political pluralism is nonexistent or severely limited. These nations are often absolute monarchies or dictatorships, may have some conventional institutions of democracy but with meagre significance, infringements and abuses of civil liberties are commonplace, elections (if they take place) are not fair and free, the media is often state-owned or controlled by groups associated with the ruling regime, the judiciary is not independent, and censorship and suppression of governmental criticism are commonplace.

List

  • If two states are on the same position, sort using alphabetical order!
  • Please don't add imaginary/virtual micronations!
  • Please only add active micronations!
  • Please delete inactive or defunct micronations!
Note: Scores that were set up by the state's own governments may not be objective.
