The Constitutional State of Mcarthia is a micronation-state established in 2018. Its territory is entirely surrounded by Scotland. The nation was founded by its current Chancellor, Anthony Clark, and is the successor to the Republic of Mcarthia.
Mcarthia is known for having what is widely regarded as the best legal system in the MicroWiki community. Clark spent over a year drafting a Constitution and legislation for the country before founding it. Clark has often stated that he aims to create a micronation 'truly governed by the rule of law.' The Mcarthian Government is also putting considerable effort into establishing an economic and financial system; currently most corporations are owned by two vast parent companies, both controlled by Clark.
The country is newly-founded; consequently no administration is yet in place.
The Constitutional State of Mcarthia was founded in March 2018, almost three years after the founding of the Republic of Mcarthia. Mcarthian history up until that point had been characterised by a large media industry (the early success of Mcarthia is widely attributed to internet radio show RadioMicro) and a well-developed legal system. Mcarthia became dormant for nearly a year as a Clark worked on a new constitution and law code for Mcarthia. This resulted in a 166-page document entitled the Provisions of Law, which comprises the new Constitution and codified legislation of different types.
The new Constitution was enacted on the 5th of March 2018. Upon taking office as Chancellor, Clark immediately enacted the legislation contained in the Provisions of Law. The first days of the new state were spent recruiting citizens, setting up basic digital infrastructure and making preparations for elections to the legislature. A first turning point was the 9 March 2018, when the new currency, the Lora, was launched, along with an electronic payment system, and Clark announced the forming of several corporations.
Mcarthia is a parliamentary democracy, led by the First Secretary of State, who is head of government. The Chancellor is head of state, and appoints other Secretaries of State on the recommendation of the First Secretary. The legislature is the National Assembly, and there is also a large judiciary.
The Chancellor is head of state. The post is elected annually, although the incumbent Chancellor, Anthony Clark, is constitutionally guaranteed the office for life. The Chancellor has a veto power over any legislation, and is also responsible for the regulation of political parties and electoral procedure, and a number of smaller functions. The Chancellor has the power to issue decrees.
The National Assembly is the legislative branch of the Mcarthian Government. It is bicameral: the lower chamber is the House of Councillors and the upper chamber is the Senate. For the most part, it functions as a unicameral legislature.
The House of Councillors is elected at least annually, although the Chancellor may call general elections as often as he wishes. Senators are elected immediately after a general election by and from the newly-elected Councillors. The House of Councillors is chaired by a Presiding Officer and Depute presiding Officers, while the Senate is chaired by a Convenor and Depute Convenors.
The House of Councillors has primary legislative authority, but the Senate may strike any Act of the House of Councillors (known as 'junior statutes'). The Senate has the exclusive power to ratify international instruments and declare war. It also is responsible for judicial nominations. Any Act of the Senate is known as a senior statute.
The executive power of Mcarthia is vested in a number of Secretaries of State and the Advocate-General. Together with the Chancellor, these officers are known as the State Officers, and convene as the National Administration Committee.
The head of government is the First Secretary of State, who is nominated by the House of Councillors and appointed by the Chancellor. The same process applies for the Advocate-General. All other Secretaries of State are appointed by the Chancellor on the recommendation of the First Secretary.
Secretaries of State head Secretariats, of which there are currently four: Interior, Fiscal Affairs, Commerce and Exterior. There are also three Directorates: the Directorate of Electoral Affairs (led by the Chancellor), the Directorate of Intelligence and Security and the Directorate of Financial Conduct.
The House of Councillors can grant any Secretary of State or the Advocate-General the power to issue secondary legislation (known as directives). This power has been used to issue regulations for the registration of corporations and banks, specify access rights to different levels of classified information and designate certain corporations as subject to freedom of information legislation.
There are currently six registered Mcarthian political parties: the Social Democratic Party, the Freedom Party, the Hedgehog Party, the National Totalist Party, the Pragmatic Party and the Functionalist Party. All six parties hold seats in the National Assembly.

Law and judiciary
Considerable powers are vested in the Mcarthian Judiciary. A court can issue any order if it is not prohibited by law, and has the power to review any legislation or executive decision. There are five Mcarthian courts: the Supreme Court, the Court of Appeal, the Court of Session, the High Court of Justiciary and the Primary Court. The head of the Judiciary is the President of the Supreme Court (this office is currently held by the Chancellor). The second most senior judge, the First Justice, is appointed by the Senate, as are the Associate Justices of the Supreme Court, High Judges, Magistrates and Judges in Ordinary.
The Supreme Court is the final appellate court. It is chaired by the President of the Supreme Court (the Chancellor currently holds this position), but the First Justice (the second most senior judge)
Culture and media
The culture of the Republic of Mcarthia was heavily influenced by the Scandinavian countries. At present, it is unknown to what extent these influences will continue to have effect in the Constitutional State. Currently, the strongest influence on Mcarthian culture is its prominent legal culture, but great diversity in the citizenry also impacts culture in different ways.
The main news outlet is the Eskhavn Guardian, an international news site covering events across the MicroWiki community, but based in Mcarthia. It is majority owned by the Mcarthian News Corporation, which is a partly-owned subsidiary of McCarthy International Media. Clark has a close relationship with Horatio Eden, the founder and editor of the Daily Micronational, which has previously covered many Mcarthian news stories.
A key aim of the Mcarthian Government is the development of a functioning micronational economy. Clark has a history of involvement in various micronational economic schemes, such as the Micronational Dollar and the Micronational Economic Group, but none of these have yet generated a self-sustaining economy. A number of corporations, many financial or legal in nature, were formed rapidly after the foundation of the country.
Clark controls two large conglomerates: the Clark Group and Intermicronational Capital Holdings. Together, these two corporations own shares in most Mcarthian corporations. A number of these are parent or holding companies. The Clark Group alone owns shares, both directly and indirectly, in six different non-trading companies.
There is a prominent banking sector. The largest bank is the Bank of Mcarthia, but there are two others: First Capital Investment Bank and Alexander Three Bank and Finances. Astute Financial Services (which trades as the Bank of Mcarthia Group, and owns both the Bank of Mcarthia and the Bank of Mcarthia International) received an L700,000 investment from the Mcarthian Government, and its subsidiaries currently hold most private accounts.
One of the most active businesses is the Jurisfocal Group, a legal and financial services firm run by Clark. Most recent micronational litigation has been conducted by Jurisfocal's attorneys.
Mcarthia's currency is the Lora. There is no Central Bank; monetary creation orders are issued by the Secretary of State for Fiscal Affairs, and the appropriate amount is then added to the governmental General Fund. There is currently L5 million in circulation, although most of this is still held by the Government. Transactions are managed on the Secure Payment System.
