The Mandate of Zeprana was a Consortium Mandate established on 9 August 2022 by the Rhode Island Consortium, mainly in response to the frequent lack of stability in the region and perceived ineffectiveness by other governing bodies in the region. Zeprana functioned as an independent state whilst being under the Consortium, able to conduct foreign policy independent of Consortium members. The High Commissioner acted as the leader of the Mandate of Zeprana, conducting the policies and internal affairs of the state. The Mandate never saw the appointing of a High Commissioner, being led de-facto by Hunt Powell himself. It was dissolved on 24 September 2022 alongside the Rhode Island Consortium.
Foreign relations
The Mandate of Zeprana is permitted to pursue diplomatic relations independent of the Rhode Island Consortium.
