The Lord Mayor of Leamouth is the first citizen of Leamouth, who is elected by the Leamouth City-State Council from among its members, and is both the head of state and the head of government. Leamouth's unicameral City-State Council has 17 members, with an electoral term of 4 years, which serves as the city-state's municipal and national legislature. The current Lord Mayor is Joe Budd, since 8 April 2020, leader of the Co-operative Party.

The Lord Mayor is required to be a member of the City-State Council at the time of his election. Upon his election, he immediately resigns his seat for the duration of his term. The Lord Mayor may be removed either by a motion of no confidence or an impeachment trial if necessary.
