The IMTO Security Council (ISC) is one of the principal organs and a corner stone of the Inter-Micronational Treaty Organization and is charged with the maintenance of intermicronational peace and security where and when it can. Its powers, outlined in the Inter-Micronational Treaty, include the establishment of peacekeeping operations, the establishment of intermicronational sanctions, and the authorization of military action. Its powers are exercised through IMTO Treaty Council resolutions.

The four permanent members of the Treaty Council consisted of the Dale Republic, Burkland and Westsylvania at IMTO's founding in 2011, apart from the USLSSR who became a permanent member later on. Three nations can be considered to have been given these seats becauase they founded IMTO and for being the 3 members of the Triple Alliance which expanded to form IMTO; this does not apply to the USLSSR, who made it a requirement that they became a permanent member of the Treaty Council when they applied for membership.

Veto power

The IMTO Treaty Council "power of veto" refers to the veto power wielded solely by the three permanent members of the IMTO Treaty Council (MPR Burkland, the Dale Republic, the USLSSR and Westsylvania), enabling them to prevent the adoption of any "substantive" draft Council resolution or membership application, regardless of the level of intermicronational support for the draft or application.

Unlike the United Nations Security Council, veto power where is a "P5" casts a "negative" vote on a "substantive" draft resolution for a veto to take place, a IMTO "P4" has to declear a veto, otherwise if they cast a negative vote the resolution or application can still be passed on majority vote even with a negative vote from a "P4". The first ever veto was by the Dale Republic on an upgrade application by the Republic of Kuhugstan from observer to full membership of IMTO.
