Hugh McFarlane is the founder and only monarch of the Constitutional Empire of Starhigh and the Starhighan Commonwealth, although since assuming these roles, both entities have passed into inactivity and as such have been disbanded. During his time as monarch, McFarlane played an enourmous role in developing the nation internally while also participating in the micronational community externally. During this time he also held several other roles within Starhigh including Minister for Finance, Chief Ambassador for Starhigh to all nations within the Starhighan Commonwealth as well as to the nation of Dorzhabad and the Grand Unified Micronational. McFarlane was also the Chief Vote Counter in the Starhighan Electoral Commission and the Writer of the Starhighan Post. In regards to the defense of Starhigh, McFarlane held several ranks within the military, the highest of these being General.
Following the fall of Starhigh, Hugh attempted to create a new nation called Peribius, however soon after its founding it became clear that Peribius had no future and the project was abandoned. Since this time McFarlane stayed out of micronationalism until in 2015 when he began to take an interest in it again. McFarlane participated for most of 2016 in Mercian politics in his capacity as a citizen until the nation fell into an indefinite period of inactivity. Recently, McFarlane has staged another return to micronationalism, this time lending his assistance to the Abeldane Ministry of Foreign and Commonwealth Affairs and a developing project to revive Mercia.
McFarlane has a strong interest in geopolitics, foreign affairs, the military and domestic politics. Although he current resides in France as part of his gap year, he has enrolled into the Security Studies course at the Sydney-based Macquarie University, which he hopes will propel him into a career in the Australian foreign service. McFarlane is also a member of the Australian Liberal Party.
McFarlane was born in rural Australia and in his early years, lived in a small town with approximately 2500 residents. Raised in a Christian family, McFarlane was exposed to religion from birth and formally became a Christian when he was ten years old. By the age of seven, McFarlane had taken a keen interest in history and politics. This was an interest that continued to mature as he did. When he was nine years old, McFarlen declared his bedroom to be a nation (before knowing of micronationalism) and made each of his stuffed toys citizens. This new nation adopted the name of Starhigh and as McFarlane began to grow more mature, Starhigh began to develop and grow in seriousness, eventually becoming an active member of the intermicronational community. He attended his local public school and it was here that he recruited many of his classmates to become citizens of Starhigh.
Since Starhigh's founding, McFarlane held the office of Monarch (whether that be King or Emperor). During the early days of Starhigh, this position gave Hugh absolute power over the nation, but as more citizens joined, a parliament was established in which was vested a considerable amount of power. However due to crippling inactivity within this parliament, all power ended up remaining with the Emperor. Hugh played a critical role in creating the government institutions within Starhigh and often held roles within them. Examples of these institutions include the secret service, electoral commission and military. This resulted in a situation in Starhigh where all power and responsibility was held by McFarlane himself. It became difficult to delegate power to other citizens due to the aforementioned inactivity meaning that McFarlane essentially held positions across all public institutions in Starhigh. Due to poor record keeping and lost databases, many of the roles that Hugh occupied have been forgotten and lost.
McFarlane participated in the GUM and other spheres of the intermicronational community on behalf of the Starhighan Commonwealth. During this time he became friends with several individuals including Daniel Morris of Dorzhabad (who awarded Hugh citizenship in Dorzhabad and vice versa) and Jonathan Augustus of Austenasia who awarded McFarlane with Honorary Subjectship and the decoration of Officer of the Austenasian Order within Austenasia in 2012. McFarlane assisted in the creation of four satellite states close to Starhigh at different times during the nation's history. These satellite states were called: Ace, Menace, Cyberfall and Yechstria (listed in order of foundation).
After the fall of Starhigh, McFarlane is known to have felt a desire to continue his career in micronationalism, which eventually led to him founding the short-lived Biarchy of Peribius with the former leader of Yechstria. Peribius was recognised as the successor state to Starhigh, however it fell into inactivity shortly after its founding. After Peribius declined and became inactive, Hugh largely abandoned micronationalism.
However in late 2015, Hugh made a re-entry into the MicroWiki sphere, declaring himself to be an "external observer of micronational affairs". He quietly paid attention to micronational news stories and the occurrences within the community without taking any part in the proceedings until, when in August, he came out of his self-imposed retirement to make a public criticism of the Verge Gazette. The criticism garnered McFarlane a lot of attention within the MicroWiki forums, eventually culminating in a significant interview for the Triumvirate Tribune. This attention also increased his micronational influence, leading to his appointmet as the Ambassador for Paravia to Australia in September 2015. On another note, McFarlane was also promoted to Knight Commander of the Austenasian Order for his efforts in assisting the Emperor of Austenasia with matters relating to New South Scotland.
In 2016, McFarlane significantly increased his interaction with the micronational community, most notably when he created a thread on the MicroWiki forums in order to discuss and explore the idea of micronational warfare. His research was moderately fruitful and further increased his micronational influence. As his progress on the project began to stall due to outside commitments, Kit McCarthy drafted a report on micronational warfare that extensively cited McFarlane's research. McFarlane then suggested to McCarthy that the report be transferred into a treaty that eventually would be signed by nations in the community, and efforts began on creating such a document.
Early in 2016, McFarlane gained citizenship within Mercia and quickly joined the People's Democratic Party and the Electoral Gorsedh. His influence within the nation increased when he and Brandon Wu published a joint statement criticising the actions of a rebel group that had briefly existed known as the Wibertsherne Reactionary Force. In May, McFarlane was elected to the Mercian Parliament as a PDP representative for Loringia, and was added to the cabinet as Minister for Internal Affairs & Defence. McFarlane served in Parliament as both a member and minister before losing his portfolio after the National Liberl Party's electoral victory in September of 2016. McFarlane continued to serve in Parliament, however, as an opposition member until the nation fell inactive. He technically remained an elected member until emergency elections in September, 2017.
As of early 2018, McFarlane is engaged in a campaign to reform the Abeldane Ministry of Foreign and Commonwealth Affairs. He is also providing assistance with a third revival effort within Mercia.
Awards and decorations
Hugh held the position of Master Knight in each of the knightly orders that existed in Starhigh, as well as being an Knight Commander of the Austenasian Order (KCA). More awards and decorations may have been bestowed however there is no documented evidence of this.
