The House of Lords, sometimes known as the House of Peers, is the upper house of the Parliament of the Kingdom of Malpok. Membership is by appointment or official function.

The house scrutinizes bills proposed by the House of Assembly. It regularly reviews and amends bills from the Assembly, and has the power to block bills from being passed on occasion. As well as this, the government can occasionally form in the house and typically some ministers originate from the house of lords.

History

The House of Lords was established on 15 November 2022 after the Kingdom of Malpok was established, succeeding the Democratic People's Republic of Malpok.

Functions

Legislative Functions

Bills can originate in either house of parliament.

The House of Lords debates legislation, and has power to amend or reject bills. As well as this, most bills typically originate in the House of Assembly so the house of lords is able to vote on if the bill is suitable to pass onto the monarch for royal assent.

Relationship with Government

Occasionally the government can originate from the house of peers, though unlikely. Typically the government can appoint ministers from the house of lords as lords can come from any (or no) political party. Although unusual, the Governor-General of Malpok sometimes originates from the house of peers.

As well as this, the house typically scrutinises the work of the government and because lords can come from many parties the government doesn't always have an overall majority in the house of peers. Also, the house of lords is also typically less partisan than the house of assembly.

Membership

All members in the house are appointed. Typically they are nominated by the prime minister but all final decisions of house members are made by the Monarch.

Lords Spiritual

Lords Spiritual are senior religious leaders within the nation. Typically they are appointed from a range of religious groups within the nation but priority is typically given to leaders from the religion of the monarch which is typically installed as the official state religion.

Lords Temporal

Lords Temporal are member of the house of lords who hold a peerage granted by the monarch. Peers may be life peers, nobility who hold their title for life, or hereditary peers, titles that can be inherited.

Typically Life Peers are granted their peerages and their seat in their seat in the house for their expertise or their services to the nation. Some may be former prime ministers or governor-generals who were granted titles upon leaving office.

Qualifications

Several qualifications apply to the House of Lords. As the house is appointed, the minimum age to sit in the house is 14. Only citizens of the Kingdom of Malpok. As well as this, all members of the house are required to hold a peerage from the Monarch or a senior national religious title.

Officers

The house's presiding officer is the Lords Speaker. Like the Speaker of the House of Assembly, the Lords Speaker chairs debates and has the power to discipline members of the house.
