Highest Chancellor is vote by people in two rounds. Highest Chancellor is in the government for two months and Highest Chancellor can only be elected twice in a row and then have a break of at least two months. Highest Chancellor can suggests new laws and prohibit laws. Highest Chancellor suggests two people in round for voting Vice Chancellor, State Chancellor and Underchairman.
