The Upper Plains region is one of the 6 regions of the Hilbertian Republic. The region contains the former highest point of Hilbertia (and the national mountain) - Mount Elbern (223 meters a.s.l), as well as the southernmost point. Next to Mt Elbern is Angel Lake and Angel Dam, the largest lake in the country at 2,9 meters across and with a depth of 0,35 meters. It is located on the Riava river, which forms the border between the Upper Plains region and the Swamp and Central regions. Both Hilbertian national parks are located mostly in this region. The main flower box is also located here, called "Bobria hrádza".

There is only one building in the region - Kadibudka, which is now used just as a decoration.

Kiwi national park

Kiwi national park is the largest national park in Hilbertia. There was a plan to create 3 national parks in the area, but they were merged later. It spans 3 regions (Higher Plains, Central, and Swamp), and consists of 2 parts (Lower Kiwi and Upper Kiwi). There are many types of plants, trees, weeds, and insects.

The only Hilbertian forest is located in the park, in the Upper Plains region.

Some known plants include Cattail (one of the national plants), Cherry trees, Wild bramble, and many types of flowers. Some known animals and insects include the Wasp spider, many types of butterflies, Eurasian Jay, European Goldfinch, several types of woodpeckers, and many more.

Rákosie national park

Rákosie national park is the second national park in Hilbertia. It is much smaller and doesn't have such lush vegetation. It is located in the northeastern part of the region just over the Lower Riava Lakes. The only plant that grows in the park is reed.

The Little Riava river has its spring in the park, but it only flows for about 3 meters before it merges with Riava.
