Governor (Vishwamitra)
Governor was an administrative title that existed in Vishwamitra during its republican era and post-republican period in the state of Basistha between 2021 and 2022. The governors of the states had similar powers and functions at the state level as those of the President at the central level. The governors were the heads of the states, while the lieutenant governors served as the heads of the union territories.
The position of the governor was supposed to several changes as deemed by the union government. The position was first created in September 2016 with the formal creation of the states and federal system of government by then government of Prime Minister Dhrubajyoti Roy. At the time of its creation, the position of the governor of states and lieutenant governors were that of the nominal head of the territory while the real and executive power still continued with the union government and the chief ministers of the respective states. Soon, the position of the chief ministers were abolished and the governor became the executive power in the administration of the state and served as the principal representative of the President in the respective state. Following the Indian system, few or no governors were local to the state that they were appointed to.
History
First creation
The position of governors and lieutenant governors were first created in September 2016 following the creation of the states of Uttar Guwahati and Beltola and the union territory of Madhya Guwahati. The position of governors were largely ceremonial and nominal until the abolition of the position of Chief Minister in July 2017 when the executive charge of the administration was transferred to the governors-in-charge.
Second creation
The position of governor was re-created following the establishment of the monarchy in 2020 when governors were appointed by the Rashtradhyaksh at the recommendation of the respective Rajpramukhs of the state. The governors were the heads of the capital cities, a position was then replaced by that of the mayors. The position was re-created as that of the Rajyapal of Basistha who was the executive ruler of the state of Basistha between 2021 and 2022. Ștefan Marius Snagoveanu was the first and only governor (Rajyapal) of Basistha after the re-creation of the position.
The heads of the overseas territories were also known as Governors. However, the position was later renamed to that of an Administrator.
Tenure, protocol, and appointment
Tenure
The governors and lieutenant governors remained in office at the pleasure of the President and did not hold for any fixed tenure. They may resign before the completion of their assignment by addressing a letter to the President.
Protocol
The governors and lieutenant governors were the highest position-holders in the states order of precedence and preceded over all other authorities if an event was held in the respective states. The governors only preceded below the President, Vice-President, and the Prime Minister. When a governor of another state was assigned with the charge of an union territory, they were known as the "Administrator" of the respective state.
Appointment
The governors and lieutenant governors were appointed by the President. The President may consult the Vice-President and Prime Minister before acting on such appointments, but it was not stipulated in the constitution.
Governors by state
Basistha
The state of Basistha was created on 7 May 2017 carving it out of the existing state of Beltola. However, Basistha was often a politically unstable territory as its status was often altered based on favouring conditions. Despite being created as a state, it soon became an union territory. The status of a state was later restored but again underwent several changes including once being a dependency of the nation.
